Call to Order. 2. Roll Call. 3. Citizen’s Participation. 4. Consider presentation by County Commissioner Joe Jaynes. 5. Consider action on Resolution authorizing Mayor to sign contract between City of Anna and Collin County regarding subdivision regulations. 6. Consider action as needed regarding the FY 2001-2002 Audit. 7. Consider action authorizing Mayor to sign contract between City of Anna and Morris Engineers to submit discharge permit application and conduct engineering activities relating to construction of new wastewater treatment plant. 8. Consider approval of changes to water well #3 contract(s). 9. Consider action authorizing Mayor to sign agreement between City of Anna and Greater Texoma Utility Authority to fund wastewater treatment construction and related activities. 10. Consider approval of preliminary plat for Anna 82 Acre Tract. 11. A RESOLUTION AUTHORIZING THE MAYOR TO SIGN A CONTRACT BETWEEN THE CITY OF ANNA AND COLLIN COUNTY REGARDING PLAT APPROVAL AUTHORITY Whereas, the State of Texas, under provisions of Local Government Code Section 242.001, has authorized cities to have sole jurisdiction for plat approval within the city’s extraterritorial jurisdiction with the approval of the county or counties in which the city has such jurisdiction; and Whereas, the City of Anna desires to exercise such sole jurisdiction; and Whereas, Collin County has indicated a willingness to agree to the City of Anna exercising such sole jurisdiction; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA: The City of Anna hereby authorizes the Mayor to sign the City-County Plat Approval Agreement, attached to this resolution as Exhibit A, thereby exercising the option to exercise exclusive plat approval authority with the City of Anna’s extraterritorial jurisdiction. Preliminary Plat, Anna 82 Acre Tract. Landmark Interest has submitted a preliminary plat for an 82 acre tract located on the north side of West White Street (FM 455), located between the proposed Creekside Subdivision and the Rudman Partnership tracts (see attached maps). The tract is a combination of two tracts that were originally annexed and zoned as the A. W. Powell and Roland Jones tracts. The City’s consulting engineer may not be ready to make a recommendation on this plat by the date of your meeting since the plat was not submitted until December 20 and he has been out of the office during part of the Christmas/New Year’s holiday period. Agenda Item 15. Winston Farms. Goff Homes seeks to develop a tract located in the area bounded roughly by CR 376, CR 426, CR 1106, and the rail line. The tract is not currently in the corporate limits. The preliminary plan is for development of lots of approximately one-half acre size. There would be 300-325 lots on the site, to be developed over a 10 year period. Water Service The City’s consulting engineer has advised us that an additional 8” water line is required to provide adequate fire flow to the site. The most feasible route for this line would be along the east side of the rail line, connecting to the new 12” line just west of FM 2862. Goff Homes has requested that the cost of the line be credited against developer fees, which are currently calculated at approximately $1,000 per lot. The line cost would be roughly (very roughly) $200,000. Sewer Service The existing 8” line serving Tara Farms (along the west side of N. Powell Parkway/SH 5) will not accommodate additional usage. There is no feasible sanitary sewer service to the tract from other locations. Goff Homes is requesting City approval of on-site (aerobic) systems, with underground drain fields. Aerobic systems have features that we will need to discuss in detail at your meeting.
