HomeMy WebLinkAbout2002-03-12 Regular Meeting AgendaCITY OF ANNA REGULAR MEETING OF THE CITY COUNCIL The City Council of the City of Anna will meet in Regular Session at 7:30 p.m., Tuesday, March 12, 2002, at the Anna City Hall, located at 120 W. 4th Street, to consider the following items: 1. Call to Order. 2. Roll Call. 3. Citizen’s Participation. 4. Public Hearing: Request for Specific Use Permit to own and operate an eight liner business, to be located at 117 S. Powell Parkway. 5. Public Hearing: Request for zoning change to General Commercial (C-2), located at 402 W. White Street. 6. Consider action on request by George Abraham for Specific Use Permit to own and operate an eight liner business, to be located at 117 S. Powell Parkway. 7. Consider action on recommendation of Planning and Zoning Commission regarding request by First National Bank of Van Alstyne for zoning change from Light Industrial (I- 1) and Restricted Commercial (C-1) to General Commercial (C-2), located at 402 W. White Street. 8. Consider authorizing approval of revision to Meadow Creek Facilities Agreement. 9. Consider action approving final plat for Oak Hollow Estates, Phase 2. 10. Consider action approving final plat for Creekside Estates, Phase 1. 11. Consider action regarding Hurricane Creek Estates South (William A. Taylor). 12. Consider action approving final plat for A & P Subdivision (Lonnie Flores). 13. Consider action approving final plat for Escamillo Addition . 14. Consider action on Resolution No. 2002-07 adopting City of Anna Land Use and Thoroughfare Plan. 15. Discussion and action regarding direction to code enforcement officers. 16. Consider authorization of Mayor to sign contract with Marcia Suhling, CPA, to provide financial services to City. 17. Consider action on Resolution No. 2002-08 ratifying City staff actions in filing an application with the TNRCC to amend the City’s water and sewer Certificates of Convenience and Necessity. 18. Consider action on Resolution No. 2002-09 authorizing the Mayor and City Administrator to prosecute and/or settle the City’s application to amend the City’s water and sewer Certificates of Convenience and Necessity. 19. Consider action authorizing Mayor to sign agreement with Donald E. Paschal, Jr., relating to North Collin WSC – Anna, McKinney, Melissa CCN case. 20. Consider action accepting Collin/Grayson County Municipal Alliance By-Laws. 21. Consider action authorizing Mayor to sign agreement with Donald E. Paschal, Jr., relating to Collin/Grayson County Alliance Consulting/Advisory Services. 22. Consider action on Resolution No. 2002-10 suspending the proposed effective date of the proposed rate schedules of TXU gas distribution, providing that the rates schedules of said company shall remain unchanged during the period of suspension, and providing for notice to hereof to said company. 23. Consider action on Resolution No. 2002-11 authorizing a steering committee of affected cities to retain legal counsel and rate case consultants, authorizing the cities to intervene in related dockets before the Texas Railroad Commission, and suspending the proposed tariff and schedule of rates of TXU Gas Distribution Company. 24. The City Council will recess into executive session under Texas Government Code Sections 551.071 and 551.074 of the Texas Open Meeting Act for the following purpose: Personnel: Interview(s) for position of City Secretary Employee salary review 25. Consider action on hiring of City Secretary. 26. Consider action regarding salary review for Public Works employees. 27. Consider action to authorize expenditure of $2,500 to partially fund a study of sanitary sewer collection and treatment services for north central Collin County, to be conducted by North Texas Municipal Water District. 28. Discussion of issues relating to Anna Raceway and Amusement Park, including possibly setting time and place for public hearing regarding Anna Raceway and Amusement Park and issues relating to public access to Anna Raceway and Amusement Park. 29. Consider Ordinance No. 2002-02 amending Section 22 of the Zoning Ordinance of the City of Anna, adopted July 8, 1986, relating to definition of masonry, definition of cementatious materials, and masonry requirements. 30. Consider approval of Minutes of meeting of February 12, 2002. 31. Consider approval of Minutes of meeting of February 26, 2002. 32. Consider approval of bills to be paid. 33. Consider action on Ordinance No. 2002-03 calling for an election to adopt a sales and use tax at the rate of one-fourth of one percent for the promotion and development of new and expanded business enterprises. 34. Consider action on Ordinance No. 2002-04 calling for an election to adopt a sales and use tax in the City of Anna at the rate of one-fourth of one percent to provide revenue for the maintenance and repair of municipal streets. 35.
