CITY COUNCIL
SPECIAL MEETING
The City Council of the City of Anna will meet in Special Session at 7:30 p.m., Tuesday,
August 20, 2002, at the Anna City Hall, 120 W. 4th Street, to consider the following
items:
1. Call to Order.
2. Roll Call.
3. Consider presentation by Ms. Jan Miller regarding Visionaries in Preservation
Program and take action as desired by council regarding the program.
4. Consider and take action as desired regarding presentation on out of City water
rate policy.
5. Consider action on request to Collin County to make improvements to CR 370.
6. Budget workshop.
7. Consider action on City of Anna ad valorem tax rate for tax year 2002, including
possibly taking record vote and scheduling of public hearing.
8. Adjourn.

Item 3. Visionaries in Preservation
This is holdover item from Ms. Jan Miller’s presentation at regular meeting of August 13. You
were provided information by Ms. Miller regarding this program. Ms. Miller will be here to
provide further explanation.
Item 4. Out of city water rates
This item was tabled at August 13 meeting with instructions to staff to conduct further research
and put on next meeting agenda.
Item 5. Request to Collin County for road improvements.
This item involves a request by Mr. George West that Collin County be asked to put
improvements to CR 370 on the county’s road improvement program. The county would be
asked to make improvements on both the east and west ends of said road, outside the
boundaries of property proposed for development. Mr. West and Mr. John Aughinbaugh will be
asked to attend to explain their interest in this item.
Item 6 and 7. Budget
General Fund Budget will be ready for serious review. Water/Sewer Fund will be reviewed
insofar as time/energy is available.
Because of the increase in adjusted tax base, the City’s effective tax rate is $0.452313.
The maximum tax rate unless the unit publishes notices and holds a public hearing is
$0.465882.
The rollback rate is $0.527897. (A tax rate above this level is subject to a rollback election
which if passed would roll taxes back to this level.)
Last year’s tax rate was $0.58.
A person with property valued at $100,000 last year paid $580 for Anna property taxes. If the
tax rate is set at the rollback rate of $0.527897, that person would pay $527.90 next year. If the
person’s property increased in value to $110,000, the person would pay $580.68, the same as
was paid last year. In other words, your property value could increase by 10% and you would
be paying the same amount as last year. (In actuality, you would be paying slightly less in real
dollars because of the effect of inflation.)
You will need to set a proposed rate at this meeting because any rate higher than $0.465882
will require a newspaper notice and public hearing.
