REGULAR MEETING
The City Council of the City of Anna will meet in Regular Session at 7:30 p.m., Tuesday,
October 8, 2002, at the Anna City Hall, 101 N. Powell Parkway, to consider the following items:
1. Call to Order.
2. Roll Call.
3. Consider “Creekside Status Report” by Mr. John Aughinbaugh.
4. Consider presentation by Anna Robotic 2002.
5. Discuss and take action as desired regarding purchase by Anna Volunteer Fire
Department of new chassis for Booster 2.
6. Consider action on site plan, including landscape plan, of Carleo Addition, Block A, Lot
1, 5.42 acre tract on CR 286.
7. Consider action on PZC recommendation regarding preliminary plat request for Pecan
Grove Addition.
8. Consider action on PZC recommendation regarding preliminary plat request for The
Falls Addition.
9. Consider action on PZC recommendation regarding final plat request for The Falls
Addition, Phase 1A.
10. Consider action on preliminary plat for Lakeview Estates.
11. Consider action on preliminary plat for Westfield Addition.
12. Consider action on PZC recommendation regarding revised final plat for Oak Hollow
Addition, Phase 2.
13. Consider PZC recommendation regarding annexation of 305 acre tract owned by
George F. West and A. L. Geer.
14. Consider PZC recommendation regarding zoning of 305 acre tract owned by George F.
West and A. L. Geer.
15. Consider appointments to Impact Fee Committee.
16. Consider approval of By-Laws for Community Development Corporation.
17. Consider appointment of Acting City Secretary.
18. The City Council will recess into executive session under Texas Government Code
551.074 to discuss the following subjects::
Personnel: To deliberate the appointment, salary, employment, evaluation,
reassignment, duties, discipline, or dismissal of a public officer or
employee. (Government Code, Section 551.074)

Any person needing assistance with participation should contact the City Secretary’s office at

AGENDA NOTES
This will be short if not sweet since I want to go home.
3. Ms. Aughinbaugh has asked for 15 minutes to describe what Creekside is going to look
like and to discuss a future project. I told him that the 15 minutes might be too much.
So I think he will be brief.
4. Kids want to make Robotics presentation. We have told them that 15 minutes is max.
5. This is continuation of discussion from your last meeting.
6. The plats for items 6 – 12 are at City Hall. I will get copies made on Monday morning
and distribute them sometime on Monday to all council members. If you don’t want us to
make copies for you, let us know so we don’t waste paper and money.
This item is Site Plan for office/warehouse units behind Anna Truck Stop. Developer
has agreed to put brick on both east and west sides and will put $25,000 toward
improvements on county road that connects the property to FM 455. PZC has
recommended approval.
7. This plat is the Skorburg property at south edge of city, along Anna-Melissa line.
Ultimate project is probably 1,200 lots. Initial phase is 167 lots. Developer will be
present to answer questions. Engineer has submitted letter saying that plat substantially
complies with subdivision regulations. PZC has recommended approval.
8. This plat is for property on north side of FM 455. You have seen this plat as attachment
to both the zoning and the facilities agreement for the property. One variance (relating
to outlet street along east side of development) is being requested by developer. PZC
has recommended approval.
9. This is final plat request for Phase 1A of The Falls. See comments for item 8 above.
10. PZC has recommended tabling this item. It is on agenda because you may have to
deny simply to keep plat from becoming effective automatically.

12. PZC took no action on this item. This inaction has effect of allowing the plat to become
effective automatically if no further action is taken regarding approval or disapproval.
The revised plat involves replacing four lots with a detention pond because Ryland has
been unable to work out an easement arrangement with the downstream property
owner.
13. The property owners are requesting annexation so that they can develop this tract,
which is located west of Slater Creek and north of FM 455. PZC has recommended
approval.
14. The requested zoning is virtually identical to that granted last month to the Skorburg
Company for the development now called Pecan Grove. PZC has recommended
approval.
15. If Council desires to continue efforts to put an impact fee system in place, a committee
must be appointed for this purpose. I believe that at least 1-2 members from the PZC
should be on the committee. One member must represent real estate industry. I will
have list of recommendations at your meeting if you want to use names from that list.
16. The Community Development Corporation has adopted By-Laws to govern their
activities. The Council needs to approve those by-laws. I will make those available on
Monday.
17. You probably know that the City Secretary’s position in vacant. I request that you
appoint Mary Jo Babcock to serve in the interim. She filled this position earlier this year
in similar circumstances.
18. Executive Session: I have a recommendation regarding a person to fill the position of
City Secretary. If you choose to hire this person I will use the person as the de facto
finance director and assistant administrator. He has the experience and qualifications to
perform these duties capably.
