This will be a workshop meeting of the City Council at which no formal action is expected to be taken. Discussion at the meeting will focus on the following items: 1. Call to Order. 2. Roll Call. 3. Joint meeting with Anna ISD Board of Trustees and City of Anna Planning and Zoning Commission to discuss growth issues and implications for the city and school district. 4. Financial status report and budget preview for FY 2002-2003. 5. Ambulance service. 6. Anna Volunteer Fire Department. 7. Project status report: a. Wastewater treatment. b. Throckmorton Creek sewer. c. Water supply. d. Road improvements. 8. Park plan and board. 9. Court Clerk Appointment 10. Adjourn. We are particularly interested in opening/maintaining a dialogue with the other local governments and entities that affect the development and future of our community. Item 3 on the attached agenda may be of interest to you since we will be discussing growth issues, with special emphasis on how the ISD and City can work together to mutual benefit. We will be discussion issues at that time that will be of relevance to the County, as well. We will try to finish our discussion of that item by 10:30 a.m. I wanted to make sure that you were aware of the meeting and to invite your attendance. I am aware that it is a Saturday and you may have other things on your schedule but you have gone the extra mile in trying to work with the smaller towns in your precinct and we wanted to issue a special invitation to you if you would like to join us for a while on the morning of June 1. Because of your interest in the community and service to same you would like for you to attend at least the first hour or so in which we will be discussing growth issues, particularly regarding issues of mutual interest to the school and city. We hope to finish that part of the program by 10:15. We are looking for a couple of other people to serve on the Park Board. Let me know if you have any suggestions. You should feel free to bring other ISD staff members that might benefit from participation. Anyone is welcome to stay for the entire meeting but I hope to finish the part of the program of most interest and relevance to the ISD by 10:15. We will call a couple of days before the meeting to try to get a better idea of how many people to expect to come. I appreciate your offer to help with expenses. Hopefully, we will do this sort of thing on a regular basis so we will let the ISD help out on the next one. Page 6 of 3 Date: May 20, 2002 To: Mayor and Members of City Council Chairman and Members of the Planning and Zoning Commission Anna ISD Board of Trustees Anna ISD Superintendent From: Lee Lawrence Subject: Retreat/Workshop The City of Anna and the surrounding area is in the process of dramatically changing. Most of this change is associated with growth that is spilling into our community from the Dallas metro area. Collin County is currently one of the fastest growing areas in the United States. The City Council of the City of Anna has invited the Anna School Board and the Anna Planning and Zoning Commission, along the ISD management staff and selected community members, to a joint meeting to discuss issues of mutual interest and/or concern. This meeting has two primary objectives: • Provide a status report on current growth and a “guesstimate” for growth over the next five years. • Provide a forum for a conversation/dialogue among key decision makers so that decisions made by the City Council and the School Board will be made with as much information as possible and with an understanding of the implications for the entire community. The agenda of the meeting has been set so that items of interest to ISD representatives and the PZC are discussed first. We hope to be finished with that part of the agenda by 10:15. We will start the meeting promptly at 9:00 a.m. Coffee, tea, and doughnuts will be available before the meeting. A light lunch will be served at noon.
