held on February 13 , 1996 , at the City Hall of the said city ,
The city Council o the City of Anna met in regular session or',I.
the 13th day of February 1996 with the following members present
and participating : Joe Murphy , Bob Estep , Benny Milam, and
Leonard Harlow . Mayor Ron Ferguson and Duane Hayes was absent
and not voting . (Duane Hayes present and voting at 8 : 25 P . M . )
The meeting was called to order at 703 P .M . by Mayor Pro-Tent
Benny Milam.
Other present were Randi Smith cis itb BFI , Johnny McBride , RiNaid
Sanders with TU Electric , Nick Sanze , Maurice Shanke wAh
Southwest Consultants , Richard Davis with Tri0ounty Trucking ,
Joe and Shirley and Jody B1. adsh,aw with Bradshaw and Son Trucking ,
and Ricky Dawes , Water Superintendent .
Under item #4 , the first public hearing for the 1995 TC DP project
was opened at 7 : 35 P .M . With no discussions or questions froui
the citizens , the hearing was officially closed at 7 : 50 P .M,
Under item 05 , the 1996 TCDP Hca rear Program was discussed, but no
official action was taken . The Council felt it more beneticia.'l
Q set up a woKkshop with Southwest Consultants to discuss the
programs in greater detail ,
Under item 06 , bids for solid waste collection , the City Council
re-examined We bids and motion was made by Joe Murphy to accept.
the bid of Bradshaw and Son . Motion was seconded by Leonard.
Harlow, and after further consideration, before a vote was cast ,
Mr . HaKlow withdrew his second . Bob Estep then made a motion to
accept the bid from Tri -County Trucking ( bags/cans @ 7 . B9 pe�r
residential customer) . Commercial accounts that use dumpsLers
would no longer be billed through the city . Motion was secondecit
by Leonard Harlow . (Carried 2/1 ) 1 against . At this point the
Council agreed that Mr . Davis and the Mayor should meet and
discuss the Wails of the contract ,
Under item 47 , motion was made by Bob Estep and seconded by
Leonard Harlow to adopt ordinance No . 96-02 , an ordinance of the
city council of the City of Anna , Texas , calling a regular-
nwnicipal Vection for Lhe purpose of electing three members o [-,
the City Council , places 2 , 3 , and 4 for May 4 , 1996 , designating
a polling place ; appointing an election judge; providing for the.
filing of applications to be placed on ballot ; providing for
early voting ; pioviding for notice of said election and finding
and determining that the meeting at which this ordinance was
adopted was open to the public as required by law . ( Carried 3/0 )
Under item 08 , report from Water Superintendent , the Council
discussed the condition of streets in Anna and authorized Ricky
to patch parts North Riggins Street unhil school is out for the
summer aL which Lime the Council will examine the waLer problea�
on the street ,,
Under item #9 , repoit from City Secretary , no official action was
taken .
Undei item #10 , motion was made by Joe Muiphy and seconded by
Duane Hayes to approve the minutes dated January 9 , 1,996 as
submitted . (Carried 4/0 )
After reviewing an accounts payable list for both the Water/Sewet
and GeDeral Funds under item # 11 , motion was made by Leonard
Harlow and seconded by Joe Murphy to approve the bills as
submitted. (Carried 4/0 )
Under item #12 , executive session was tabled until next regulacly
scheduled City Council meeting ,
