Advisory Commission Meeting

The Neighbor Engagement and Inclusion Advisory Commission of the City of Anna will meet on
Monday, August 25, 2025 at 6:00 PM, in the Anna Municipal Complex – Council Chambers,
located at 120 W. 7th Street, to consider the following items.
1. Call to Order, Roll Call, and Establishment of Quorum.
2. Invocation and Pledge of Allegiance.
3. Neighbor's Input.
At this time, any person may address the Neighbor Engagement and Inclusion Advisory Commission
regarding an item on this meeting agenda that is not scheduled for public hearing. Also, at this time any
person may address the Neighbor Engagement and Inclusion Advisory Commission regarding an item that
is not on this meeting agenda. Each person will be allowed up to 3 minutes to speak. No discussion or
action may be taken at this meeting on items not listed on this agenda, other than to make statements of
specific information in response to a citizen’s inquiry or to recite existing policy in response to the inquiry.
4. Reports.
5. Items For Individual Consideration. a. Consider, Discuss, Act approving the minutes from the July 28, 2025, Neighbor
Engagement and Inclusion Advisory Commission Meeting. b. Consider, Discuss, Act to advise the City Council to implement the Anna Youth
Advisory Council.
c. Consider, Discuss Act on advising the City Council on the implementation of a
Portal Art Project.
d. Consider, Discuss, Act on advising the City Council to direct staff to implement
and manage a non-profit resource directory to be available on the City's
website.
6. Future Consideration.

Meeting Minutes

1. Call to Order, Roll Call, and Establishment of Quorum.
Chairperson Theresa King-Bell called the meeting to order at 6:02 p.m.
and established quorum.
Commission Members Present:

Commission Member Jodi Foster
Commission Member Akingbade Akinfenwa
Commission Member Susan Easaw
Commission Members Absent:
Commission Member Travis Bates
Commission Member Matt Walker
Commission Member Free Russell-Louviere

Assistant City Manager Taylor Lough
Assistant to the City Manager Kimberly Winarski
Intern Keely McGrath
Intern Ahmad Shirzad
2. Invocation and Pledge of Allegiance.
Commission Member Susan Easaw provided an invocation and Theresa
King-Bell led the Pledge of Allegiance.
3. Neighbor's Input.
None.
4. Reports
a. Discuss summer special events and activities.
Taylor Lough gave a recap of programs and events that occurred citywide
in May, June, and July.
b. Presentation from summer interns on youth programs.
Assistant to the City Manager Kimberly Winarski introduced summer interns
Keely McGrath and Ahmad Shirzad who presented their completed
projects.
c. Discuss Commission Work Plan and Future Meetings.
Taylor Lough reviewed the commission’s work plan and upcoming
commission meeting dates.
5. Items for Individual Consideration
a. Consider, Discuss, Act approving the minutes from the April 28, 2025,
Neighbor Engagement and Inclusion Advisory Commission Meeting.
MOTION: Commission Member Susan Easaw moved to approve the
minutes of the April 28, 2025, Neighbor Engagement and Inclusion Advisory
Commission Meeting. Commission Member Jodi Foster seconded. Motion
passed 4-0.
b. Consider, Discuss, Act to advise the City Council to implement a Youth
Advisory Council.
MOTION: Commission Chair Theresa King-Bell moved to table this item
until the August 25th Commission Meeting. Commission Member Jodi
Foster seconded. Motion passed 4-0.
c. Consider, Discuss, Act to advise the City Council on the implementation of
a portal project.
MOTION: Commission Chair Theresa King-Bell moved to table this item
until the August 25th Commission Meeting. Commission Member Jodi
Foster seconded. Motion passed 4-0.
6 . Future Consideration
a. Consider, Discuss, Act advising the City Council to direct staff to create,
implement, and manage a non-profit resource directory to be available on
the city website. (Jodi Foster)
MOTION: Commission Chair Theresa King-Bell moved to approve this item
for action on the August 25th Commission Meeting. Commission Member
Jodi Foster seconded. Motion passed 4-0.
7. Adjourn.
Chairperson Theresa King-Bell adjourned the meeting at 7:34 p.m.
