The City Council of the City of Anna met in regular session
on the 11th day of February 1997 with the following members
present and participating: Mayor , Ron Ferguson, Bob Estep ,
Debbie McIntosh, Lisa Copeland , Duane Hayes . Joe Murphy was
absent from this meet inq .
The meeting was called to order at 7 : 35 p .m. by Ron Ferguson.
Others present were Betty Adams , C . L . Adams , Johnie McBride ,
Tom Gregg CPA, T. J . Warren , and Joe Jaynes .
Lisa made motion on the approval of the minutes for January
28 , 1997 , Debbie seconded. Motion carried .
Discuss and take action on City Fire Marshal . Ron stated
that the Fire Department as elected Bruce Bush for the
position , Ron ask Bruce Bush to step forward for questions .
There were no questions asked by the Council . Bruce asked
for intormation regarding the Burn Permits . Ron stated that
the City Secretary gave out the Burn Permits . Debbie made
motion on the approval to hire Bruce Bush for the City Fire
Marshal , Lisa seconded. Motion carried.
Ron presented Tom Gregg to discuss the tax rate for Senior
Citizen ' s . Tom presented an analysis on the tax rate . He
stated that 21 of 24 cities give over 65 exemptions . He
stated that it we gave the over 65 exemption of 5 ,000 , we
would have a revenue loss of 2 , 405 . 00 in the year 1997 . Tom
stated that if a taxpayer has a 50 ,000 . 00 home this would
result in a savings of thirty dollars . He stated that if the
taxable value increases , and we give a 3% increase in taxes ,
which we usually do anyway , you would not have a loss in
revenue , but a shift in revenue . This will put more of the
burden on the other taxpayers . Tom stated that the Council
will need to decide whether are not the city can afford this
at this time. Betty Adams stated that the City of Anna has
not frozen the taxes for the senior citizen' s . The Council
ask the City Secretary to call the tax office to find out
more information regarding this . Tabled until the next
meeting on February 25 , 1997 .
Ron presented paperwork on Bruce Bush and Shelia Weimer for
the City Ordinance Officer position. The Ordinance Officer
will only be reimbursed for his actual cost in Preforming
this duty . Debbie made motion to appoint Bruce Bush as City
Ordinance Otticer , Lisa seconded. Motion carried .
Ron stated that David Morrison waver not Present at this
meeting . Ron stated there had been some problems reqarding
the inspection procedures . David had came by for a Building
Permit and was told that he did not need an inspection on the
foundation by the City Secretary. To prevent this problem
from happening again, as procedure has been out into effect .
When the Building inspector receives the pians he will check
oU what inspections that he will need. He will give this to
the City Secretary and she will give the Person as copy A the
list . No action was taken on the item due to the fact that
David Morrison was not present .
Ron ask that Brina Watkins step forward on the matter of the
Water Deposit . Brina was not present at this time. Tabled
until more information is presented.
The County Commissioner Joe Jaynes came forward to tell the
Council about various roads that the County will pave .
The City Council recessed into executive session at 9 : 00
p .m. .
The Council re-convened into regular session . Lisa made
motion to raise Donna Littrell twenty five cents per hour ,
Debbie seconded . Motion carried . No Action taken on Wayne
Halliburton until he receives a valid Texas Drivers License .
The Council will do a review when Wayne presents the license .
There being no further business the meeting was adlourned at
9 : 30 P.m—
