ANNA CITY HALL
AUGUST 26, 1997
The City Council of the City of Anna met in regular session
on the 26-th day of August with the following members present
and participating: Mayor, Ron Ferguson, Bob Estep, Debbie
McIntosh, Lisa, Copeland, Joe Murphy and Duane Hayes.
Item #1
This meeting was called to order at 7:31 p.m. by Ron
Ferguson.
Others present were Johnny McBride, Ricky Dawes, Cliff Moore,
C.W. Ingram, Sandra Lewis, Dennis Bailey, Southwestern Bell
Representative, Sandra Lewis, Southwestern Bell
Representative, Rodney Crawford, Dale Tilley, Brenda Tilley,
Marc Archer, Ira Warfield and Fidencio Castillo Jr.

Ron asked for any Citizen's Participation at this time.
Johnny McBride wanted to thank the Council for having the
owner mow the lot beside him.
Item #4
The City Council met with C.W. Ingram to discuss and take
action as needed regarding his water bill. Mr. Ingram stated
the reason the water bill was so high is because someone
turned the outside faucet on while they were on vacation.
Bob Estep made a motion to give Mr. Ingram' s account a $25.00
credit, Joe Murphy seconded. Motion carried 5/0/0.
Item #5
The City Council met with Dennis Bailey and Sandra Lewis from
Southwestern Bell to discuss and take action as needed in
reference to City Ordinance 92-004. Debbie McIntosh made a
motion to approve Southwestern Bell Franchise Ordinance,
Duane Hayes seconded. Motion carried 5/0/0.
Item #6
The City Council met with Dale Tilley from Anna Volunteer
Fire Dept. to discuss and take action as needed regarding the
Utility Bills. Dale presented a detail. list of expenses and
income for several months. Debbie McIntosh made a motion to
pay the Utilities for 2 months, Lisa Copeland seconded.
Motion carried 5/0/0.
Item V
The City Council met with Cliff Moore from Animal. Control
Services -to discuss and take action as needed regarding
Animal Control Procedures. The Council was concerned with
the number of offenses wrote on one citation. The Council
asked Cliff Moore to try not to write more -than one offense
on a citation. The Council. asked that Cliff riot attend the
Court Session unless his presence is required.
Item #8
The City Council met with Dale and Brenda Tilley to discuss
and take action as needed regarding Citations that were
issued to them and to discuss the Animal Control Officer.
The Council held discussion with the Tilley' s regarding these
matters. The Council stated they need to review the Animal
Control Ordinance.
Item #9
Duane Hayes made a motion -to approve the Minutes for August
12, 1997, Debbie McIntosh seconded. Motion carried 5/0/0.
Item #10
The City Council will recess into Executive Session under
Texas Government Code sections 551 . 071 and 551 .074 of the
Texas Open Meeting Act for the following purpose:
A. Legal : Pending/Contemplated Litigation
B. Personnel: Water/Wastewater Maint, Worker
Item #11
The City Council Re-convened into regular session to act on
items discussed in Executive Session. Debbie McIntosh made a
motion -to hire Fidencio Castillo Jr. for the Part time
Water/Wastewater Maint. Worker and to hire Ira Warfield for
the Full time Water/Wastewater Maint. Worker, Lisa seconded.

Motion carried 5/0/0 .
Item #12
The City Council held discussion regarding the 97-98 Budget.
Duane Hayes made a motion to began the process on the
proposed 1997 Tax Rate and to set a Public Hearing, Debbie
McIntosh seconded. Motion Carried 3/2/0. Joe Murphy and Bob
Estep abstained.
Item #13
There being no further business this meeting was adjourned at
10:55 p.m. .
