ITEM S. Consider action regarding road improvements and/or selection of
thoroughfare route for CR 366 (Foster Crossing Road).
At a prior council meeting the Luscombe family asked for and you granted a 45 day
extension on the decision regarding the routing for the City's southerly east -west
thoroughfare. The current routing is along the current route of CR 366 (Foster Crossing
Road).
In recent weeks there have been several meetings involving City officials, County
officials, the Skorburg Company, and the Luscombe family. It appears that a
compromise agreement may be possible. The Luscombe's have requested. the
opportunity to make a short presentation at your meeting to present the compromise
option.
The primary element of the compromise is Alternate B on the attached map. If the City
and County are willing to accept a re-routing of the ultimate thoroughfare to Alternate B,
it appears that a resolution of the right -of --way issue may be possible.
ITEM 7. Consider action regarding 2004 street improvement program.
The attached materials are excerpted from the City's planning study completed
three years ago. All of the Priority 1 streets have been completed. We are
recommending that you complete the improvements on the Priority 2 streets,
excepting Fifth Street. We would suggest that all of Smith Street be improved
from East White (FM 455) to East Sixth, rather than the one block strip from East
White to East Eighth.

Specific elements of the Street Plan include the following actions:
1. Street Paving: The paving of streets, especially in developed areas, needs to be
completed. Street maintenance should be a, continuing program.
2. Street Signage: Street signs should be added, repaired, or replaced to prevent the
potential for vehicle accidents.. Some signs have been removed or were, never
installed, which causes traffic conflict. Street signs should be installed at all
intersections to assist with emergency rgsponse and general navigation within the
City.
Projects for the next five years are outlined below, together with the estimated cost of
each project. Phasing of improvements is designed to help minimize the financial
impact on the community, while still realizing the need to make necessary
improvements. The Street Plan, indicating the project location, is indicated on
Figure 7. Listed below are the elements of the Street Plan, which need to be
addressed during the first five years of the plan. The elements indicate estimated cost
aqd year of implementation.

ITEM 8. Consider request from Mr. Rod Walnofer regarding pro -rate
reimbursement for water line on N. Powell Parkway.
Mr. Rod Walnofer is requesting pro-rata reimbursement for his cost for installation of an off -site
water line. If you are going to consider this proposal, I would request that you make it as simple
as possible. There is currently only one property between Mr. Walnofer and Tara Farms. My
suggestion would be (if you want to provide any reimbursement at all) that Mr. Walnofer be
reimbursed for one-half of the $9,200 cost if the intervening property is developed within three
years of the date of your approval of the agreement. If you stretch the time of the
reimbursement, the greater the chances of the City staff not remembering to collect the $4,600
from the intervening property owner.

water line from Tara Farms to my property at 13171 North
Highway 5.
T am requesting the city's consideration fora pro -rats
reimbursement for tie-in to this water line after I have
assumed the cost of installation. The reason for
consideration of reimbursement is because I am having to
put in approximately 280 feet from Tara Farms to the
property owner,to the south of my property. I will be
installing an additional 438 feet of waterline from the
northern corner of Tara Farms property to the southern
corner of my property.

the water line.
