ITEM 16. Consider action on recommendation by Planning and Zoning Commission on final plat for Tara Farms, Phase 5. The PZC has recommended approval of the referenced final plat. Consider action on recommendation by Planning and Zoning Commission on preliminary plat for Villages of Hurricane Creek. The PZC has recommended approval of the referenced preliminary plat, contingent on the developer/property owner attempting to find an alternate to the lot arrangement along the south end of Street M, the major north -south collector. Street M is a 60' wide right-of-way with a 37' pavement but this southerly piece of the roadway does have 22 lots fronting the street along an approximately 1,500' stretch of roadway. According to section 8.5.2. of the Subdivision Rules and Regulations the Lot Width Definition is as follows "The lot width is the minimum distance between the side lot lines of a building lot measured along a straight line at the rear of the required front yard and parallel to the street line or a line tangent thereto, unless otherwise defined.' Response: Lot revised to give minimum width. 11. Lots 10 & 11 of Block N are dimensioned incorrectly. Response: Plat revised. 12. According to section 5.1.3.4. the location of building lines shall be shown. Response: Plat revised to show all building lines 13. The limits of the property shall be clearly indicated on the eastern edge of the property. Additionally, the match line reference on the southwest comer of this plat should be removed. Response: The apparent jog is a drainage easement line extended from the other side of the match line. The plat has been revised to designate this as a drainage easement 23. According to section 5.1.3.1 of the SRR the following. "The proposed name of the subdivision. The proposed name shall not have the same spelling as or be pronounced similarly to the name of any other subdivision located within the city or within two miles of the city." An unrecorded subdivision exists to the north called Hurricane Creek Estates. The City may want the name of this subdivision changed because of this conflict. Response. Box 776 Anna, Texas 75409-0776 NGINEERS RE: Tara Farms No. 5, Final Plat and Construction Plans Dear Lee: Tara Farms No. 5 is the fifth and final phase of this subdivision. It is 21.20 acres of Land being divided into 84 lots ranging in size from 7,200 to 17,275 square feet. The property is bounded on the east by Tara Farms No. 4, on the north by Tara Farms No. 3,: on the west by Anna Independent School District, and on the south by County Road 371. The Owner is Anna Acquisitions L.L.C. The Engineer is Harold Evans. The addition of Tara Farms No. 5 on the 8" waterline along Highway 5 will cause pressure deficiencies at Tara Farms and will bring the 8" sanitary sewer at the school to near capacity. I reviewed the Final Plat and. construction drawings of the Tara Farms No. 5. Following are my comments: Construction plans • The fill compaction and the percent of time application shown on the "Typical Street Section" should conform to the "Standard Construction General Notes" the City of Anna has adopted. Sheet 4J15 • The plans do not include improvements for CR 371, which is consistent with the Tara Farms 4 plans. Sheet 7/15 • The Collin County Engineer's office informed me that county roads maintained by the county only allow CMP culverts. The plans call for replacing the existing 48" CMP culvert beneath County Road 371 with 2 each 42" RCP culverts. It appears that the hydraulic gradient of the proposed culverts will impede the flow of the proposed 48" storm sewer. • The road exists in a "prescriptive" right -of --way, but the property owner on the south owns to the center of the road. The south half of the culvert is in the road right -of --way and on the adjoining property. I do not know if this condition is a basis to require an easement on the adjoining property. The new culvert will require grading at the discharge end to enable complete pipe discharge. There should be a channel easement across the adjoining property to assure access for perpetual maintenance. 225 E.
