We distributed copies %a the land use assumptions and CIP at the March 9 meeting. If
you need a copy, please call Wayne of Cathy and we will make sure you get a copy on
Monday.
Adoption of the land use assumptions and CIP is the last step prior to actual adoption of
impact fees. Please review the material carefully since the facilities that are identified in
the CIP are the only facilities that will be impact fee eligible. Also, the CIP gives you a
very good idea of what your consulting engineer believes will be needed to serve the
community over the next decade.
Planning consultant Maurice Schwanke and consulting engineer Tim Morris will be at
your meeting to provide background information and answer questions.
A resolution adopting the land use plan and CIP is attached.

A RESOLUTION OF THE .CITY OF ANNA. APPROVING THE LAND USE
ASSUMPTIONS AND CAPITAL IMPROVEMENTS PLAN FOR THE ANNA IMPACT
FEE DESIGNATED SERVICE AREA
WHEREAS, land use assumptions have been developed by the City for purpose of
consideration of adoption_of impact fees; and
WHEREAS, a capital improvements plan has also been developed by the City for the purpose
of consideration of adoption of impact fees, and
WHEREAS, Chapter.395 of the Texas Local Government Code requires that the City adopt an
order, ordinance, or. resolution approving the land use assumptions and capital improvements
plan prior to adoption of impact fees; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA THAT.
The land use assumptions and capital improvements plan detailed in the report attached to this
resolution as Exhibit A have been. reviewed by the City Council and are hereby adopted.

ITEM 4. Consider and act on a resolution establishing a public hearing date
to consider the imposition of impact fees for the Anna impact fee designated
service area.
The adoption of impact fees requires a public notice to be published at least 30 days
prior to the adoption vote. Your regular council meeting in April is April 27. By
publishing immediately, we can meet the 30 day deadline.
The resolution establishing April 27 as the date of the impact fee adoption vote is
attached.

A public hearing to consider comments on imposition of impact fees shall be held on April 27,
20041 at 7:30 p.m., at the Community Room of the Texas Star Bank, located at 402 W. White
Street (FM 455), Anna, Texas,
Section 2. Publication of Public Hearing Notice
The City Secretary is hereby directed .to publish a notice of the public hearing as established. in
this resolution at the earliest possible time but not later than; thirty (30) days prior to the. public
hearing in one or more papers of general circulation in Collin. County.
