F - . ITEM 9. County Road 366 This roadway (at the south edge of our planning area, running east -west between SH 5 and US 75) is on the Collin County and City of Anna Thoroughfare Plans. The developer of Pecan Grove subdivision proposes to pave the currently narrow gravel roadway. The developer is being required to secure all needed future right-of-way for the roadway prior to beginning any improvements to the road. Some of the property owners along the roadway have suggested that an alternative route be utilized. The primary alternative suggestion is attached. We asked our traffic engineering consul#ant, Mr. Tom Walton, and Mr. Ruben Delgado, Collin County Engineer, to comment on the proposed alternative. Those comments are attached. I have also attached a drawing that illustrates the concerns of the Luscombe family. The Luscombe's have been the most active and vocal of the CR 366 residents and have strongly supported the alternative route° The developer has made every reasonable effort to accommodate the interests of the property owners, including putting the right -of --way burden on his property at every possible location. Deliberately putting a double curve into a major thoroughfare cannot be justified, in my view. I encourage you to follow the Thoroughfare Plan and use the existing path of CR 366 as the route of the future thoroughfare. 7 :t two Of -'job Pill IF-4 r -- F Pot /10 do te bbbIt IF / /too 0 It I IMP It I . tor IF , ! Several things got in the way. I have reviewed the info sent to me by Mr. Betz about the realignment of CR 366. I have the following comments: 1. The curves used in the realignment seem to conform to the design requirements for the future roadway according to the City of Anna Thoroughfare Plan. 2, The introduction of a reverse curve into the alignment of a high volume roadway such as CR 366 is planned to be creates a potential hazard situa#ion for drivers using the otherwise straight and level road. They can result in single vehicle, off road accidents. Two such curves, as is proposed, amplifies the problem. 3. There should be a significant and unavoidable reason to redirect the alignment. 4. The proposed curves will create significant problems for the properties through which they occur by creating small, hard to use isolated tracts. Access to the frontage in the curved areas will be limited for visibility and safety reasons. In summary, the proposed curves may create serious problems for the drivers and property owners along this secfron of CR 366. Let me know if I can be of further assistance. Thanks, Tom Walton 4/24/2004 a . MIT.
