HomeMy WebLinkAbout2004-05-25 Regular Meeting PacketITEM We Consider action on resolution approving submission of an application to the Texas Parks and Wildlife Department for assistance in the development of a trait from the proposed Anna City Park along Slayter Creek to the Anna Elementary School campus. The Texas Parks and Wildlife Department makes available a maximum of $100,000 in grant funds once each year for trail development projects. The Anna Parks Board has net several times over the past few weeks and in its meeting of May 20 has voted to recommend that the City of Anna submit an application for a trail that will run from the proposed site of the Anna City Park (north of the high school tract) southward along Slayter Creek and eastward to the elementary school site. The proposed route is illustrated on the attached map. The West Crossing pla# includes a 50' easement for the trail. The route along White Street east of Powell Parkway will be in the state highway right-of-way. Easements will be needed from 34 property owners from Slater Creek to South Powell Parkway. The total project budget will be approximately $150,000, of which $100,000 will be grant funds and approximately $15,000 will consist of the West Crossing easement donation. The remainder is expected to be available from private donations and from park assessment fees. Please provide a clear and concise description of the proposed project in the space below. Include a description of the trail length, width, surfacing, and configuration (loop, linear, network); trailhead and trailside amenities. Detail all work to be performed; any rigbt-of-way or easements to be acquired; the relationship between project and any other work planned or existing; partnerships and/or community involvement; and educational/interpretive aspects of the project. The proposed Anna Trails project is the second step in the process of developing a comprehensive trail system for the City of Anna (First step was the development and adoption of a City wide trail and park system. Anna is a fast growing North Central Texas City that will have a January 2005 estimated population of over 5,000 persons. The first phase of construction will be a facility designed for bicycling, hiking/walking, jogging, skating/skateboarding while providing alternative routes for wheelchairs with provisions for Citizens with disabilities. The majority of the trail will be a 4 foot asphalt trail section as a minimum that will start at a proposed park facility located along the head waters of Slayter Creek near the Anna ISD High school and will then proceed southerly meandering along the western edge of Slayter Creek to a point several hundred feet South of Hackberry Lane where a pedestrian bridge is being proposed that will traverse the Creek to the eastern. side of said Creek. The crossing will entail the reuse of a 89 foot long 11 foot wide railroad flatcar that has been salvaged and equipped with railings that will reflect the character of an old railroad creek crossing bridge. Concrete footings will need to be constructed to support the structures. The owner of the property has committed to a 50400t easement for the above portion of the trail system. The property to this point is approximately 5,830 feet in length and will contain over 4 acres of land. After crossing Slayter Creek the trail will continue southerly to a point approximately 390 feet north of Farm to Market Highway 455 where the trail will turn to the east towards State Highway Number 5 where the trail will once again turn towards the south following the right-of-way of State Highway Number 5 until reaching F.M. Highway 455. At this point the trail will proceed easterly along F.M. 455 where the trail will temporarily terminate at the Anna ISD Elementary/Middle School. The southerly leg of the trail will cover approximately 4,390 feet and will be in various widths of easements, right -of --ways, and acquired land. In total the first phase of construction will include approximately 2 miles of trait. Along the trail where topography avails itself trail amenities will include skateboard rails and jumps, accommodation for wheelchair and handicap changes in elevation switchbacks, cultural and interpretive signage, bluebird nest boxes, bike racks, and benches. The northern terminus of the system will tie into a proposed park facility where grant funds have been applied for the construction of a $1,000,000 park and open space improvements. Included in that application is a trail, ball fields, Skateboard Park, playground equipment and many other first time recreational activities. This proposal will allow for a significant area of the City to be able to travel to the planned facility by means other than automobiles. Additionally, field trips by the southern schools can be accomplished without loading onto buses destine for the Park. 2 7. ITEMIZED BUDGET. PROPOSED METHOD OF FINANCING SPONSOR'S SHARE. Please describe in the space below the source of funds, donations, or in -kind contributions that will make up the sponsor's match (at least 20%). The City of Anna will finance their share by using park fees collected from funds that have been collected as building permits are issued, through donation of easements, private donations of labor, cash, materials and equipment. A tremendous amount of community support has been exhibited for this project. 10. MAINTENANCE. In the space below, briefly describe the identified commitment to continued operation and maintenance of the project. Include who will be responsible for which tasks and who will finance them. The City of Anna realizes the necessity of well maintained facilities to maintain the quality of life that the residents need and expect. As such, the City is willing and eagerly awaits the time where they will be responsible for maintaining the trail facilities. The financing of the maintenance will be through the General Fund of the City. The Bluebird houses will be checked several times weekly. This will be done by volunteer labor that has already committed to that activity. 0 11. PROJECT USE AND BENEFITS. Provide in the space below a brief description of the benefits of the proposed project in terms of the project's quality, geographic scope, recreational needs met, and expected amount of trail use or population to be served. This project will provide a non motorized transportation corridor within the City. Besides providing a trail along a virtually unexplored heavily wooded creek it will provide for first time trail opportunities within Anna. This Trail will be added too in the future as Anna grows and implements its trail system using other creek areas and rights -of -ways. This section will be the seed for a significantly larger City Wide system that will vine throughout. It is anticipated that the initial section of the system will serve a minimum of 10,000 residents over the next 10 years as Anna is experiencing extreme growth (Approximately 2,500 platted lots in the last year within 1/2 He of the trail). 12. TRAIL CORRIDOR INFORMATION. Describe below the ownership of the trail corridor. ff the land is currently in public hands, identify the name of the public land. If the land is not in the sponsor's ownership, include a statement of permission to construct trail project from the landowner. If land, easement, or other property interest will be acquired, describe how this will be accomplished. If acquisition in fee, include a statement of why easement was not possible. Except where the trail system is following road right -of --ways, the property is in private ownership. Easements will be obtained from the owners. Attached are letters of intent to work with the City in obtaining easements to construct the trail system improvements. An original and 12 copies of the completed application package must be submitted to TPWD, 5 Recreational Trails Program, 4200 Smith School Rd., Austin, Texas 78744, postmarked by Saturday, June 1, 2003. All applications should include the following supplemental documents: • Site map locating the trail for orientation purposes: The trail drawn on a park map or city map will do. • A U.S.G.S. topographic map (7.5 minute series) with the trail location drawn on map. We only need'one of these, not 12 copies. An 8.5 x 11 inch copy of the portion of the map on which the project is located will suffice, but write the name of the quadrangle on the copy. • Photographs of the site If relevant to the specific project: • Statement of (public or private) land owner's willingness to allow the trail project, if not on sponsor's land • Statement of property owner's willingness to negotiate for a transfer, if property is proposed for acquisition • Statement that new trail construction on federal land is consistent with federal agency's land management plan for the impacted area Please limit the answers to application questions within the space provided, be concise.
