REGULAR CITY COUNCIL MEETING AGENDA
June 13, 2006 7:00 PM

The City Council of the City of Anna will meet in Regular Session at 7:00 p.m., Tuesday,
June 13, 2006, at the Cafeteria. Anna Hlah School, located at 1201 N. Powell
Parkway 1Hwv §1, to consider the following items. Please note the change in location.
1. Call to Order.
2. Roll Call and Establishment of Quorum.
3. Pledge of Allegiance.
4. Citizen comments.
5. Consider/Discuss/Action on a presentation from Meals on Wheels.
6. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, the City Council may
enter into closed session to:
a. discuss or deliberate the purchase, exchange, lease, or value of real
property (Tex. Gov't Code §551.072);
b. discuss or deliberate commercial or financial information received from a
business prospect that may be sought to locate, stay, or expand in or
near the territory of the City in connection with current economic
development negotiations or the offer of a financial or other incentive to
such a business prospect (Tex. Gov't Code §551.087);
c. consult with legal counsel on matters in which the duty of the attorney to
the governmental body under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly conflicts with
Chapter 551 of the Government Code. (Tex. Gov't Code §551.071).

The council reserves the right to enter into executive session at any time

7. Public Hearing:
For council to hear public comment on Ordinance No. 85-2003 restricting the use
of bicycles along a certain dangerous portion of Farm to Market Road 455 (W.
White Street) in the City of Anna, Texas.
8. Consider/Discuss/Action on Ordinance No. 85-2003 or modified ordinance
restricting the use of bicycles along a certain dangerous portion of Farm to
Market Road 455 W. White Street) in the City of Anna, Texas.
9. Public Hearing: (2nd)
For council to hear public comment on the annexation of property along both
sides of S. Powell Parkway from the existing city limits southward to CR 421 and
CR 367.
10. Public Hearing: (t')
For council to hear public comment on an annexation petition for Mr. M. T.
Akhavizadeh of the following tract of land: A 57.48 acre tract of land being part of
a 65.543 in the J.0 Brantley Survey, Abstract 114, located on the east side of
Hwy 5 north, south side of County Road 376 and west of County Road 427.
11. Consider/Discuss/Action on recommendations from the Planning and Zoning
Commission regarding the site plan for the Anna Elementary School #2 Addition,
12. Consider/DiscusslAction on recommendations regarding a preliminary plat for
Anna Ranch.
13. Consider/Discuss/Action on a Boundary Agreement between the City of Anna
and the City of Van Alstyne.
14. Consider/DiscusslAction on a Ordinance Denying ATMOS Energy Corp., Mid -
Tex Division's statement of Intent to increase the Gas Utility Rates.
15. ConsiderlDiscusslAction on a Resolution Relating to Extension & Modification of
Settlement between TXU Electric Delivery.
16. ConsiderlDiscuse/Action on a Agreement to Resolve Outstanding Franchise
Issues.
17. Consider/Discuss/Action on CodeRED Warning System, including process for
determining qualifications for inclusion in the system.

Unlawful for Certain Sex Offenders to Reside within 1,000 feet of Premises
where Children Gather.
19. Consider/Discuss/Action on an Ordinance of the City of Anna, Texas, Defining
and Regulating Fireworks; Repealing Ordinance 88-2003 Relating to Fireworks
and any Conflicting Ordinances.
20. Consider/Discuss/Action on the bids for City Hall Annex construction.
21. Consider/Discuss/Action on authorizing continuing the contract with Pro Forma
Architecture, Inc and BN Architects for a Conceptual Design of a City Hall.
22. Consider/Discuss/Action on authorizing a portable building to temporarily house
City staff.
23. Discuss raising building permit fees.
24. Consider/Discuss/Action on ordinance prohibiting parking on State Highway 5
(Powell Parkway).
25. Consider/Discuss/Action regarding financing options for purchase of park land
(Mann tract)
