ANNA PARK BOARD
REGULAR MEETING
Monday,Sept 21,2009
The Park Board of the City of Anna held a regular meeting on Monday,Sept 21,at 7:00 p.m.in the
Community Room of the Anna City Hall Administration Building,located at 111 North Powell
Parkway (Hwy 5),to consider the following items.
1.Call to order at 7:04 pm and establishment of quorum.Park Board members present were Kelly
Bailey,Jon Hendrix and Rachel Lyon.Maurice Schwanke and Becky Glover city council
member were also present.
2.Citizens'comments and lor other presentations.There were no citizen's presentations.
3.Stacy Driskell president of the Greater Anna Chamber of Commerce discussed the plans for
the Fall Anna Glow Fest to take place Nov 6-7.Stacy requested that the parks board give
permission for the use of alcohol to be provided to VIP's on Friday.
Other considerations pertaining to the Glow Fest included:
Stacy will create a gate so as not to charge for parking this time.
There will be no use of bathrooms or electricity from the building as last time.
There will be porta potties
There will be better provision of electricity,not loud noisy generators like last time.
The power cords will be smoothed out
There will be a chili cook off and a pie and cake cook off
Vendors will park on grass,not drive on sidewalk
The Glow Fest will provide dollies to vendors
There will be giant bounce houses,vendors,live music,contests
Signing up as a judge for the chili cook off makes you wave your rights about chili being
healthy,since it is cooked on site.
Cakes are different because they are not cooked on site
There will be an entry sign

The middle school will have a paper Mache hot air balloon contest
Rachel made a motion to give the Great Anna Chamber of Commerce permission to serve
alcohol to VIP's Friday night in the VIP tent during the Glow Fest.Jon seconded the motion.
The motion passed.
4.Review/recommendation of the proposed use agreement with Anna Youth Sports Association
(AYSA)
Issues discussed included:
Certain things must be pre-approved by the Parks Board beforehand.
These include:
Maintenance of the clay infields
Concession stand use
Field practice hours
Trash pick up schedule
These issues should be addressed to the city manager.
5.Discussion of Scoreboard.Maurice would get more information about the blue scoreboard
model number 8369 to see if it comes with a timer.
6.Discussion of Community Garden.Maurice provided information about a seminar that will
be held at the Chambersville Tree Farm Oct 24 about starting a community garden.
7.Discussion of ideas for the Trail Brick Fundraiser.
Ideas included:Setting up a booth at Glow Fest,Getting groups to sell bricks as a
fundraiser,Let Stacy sell bricks at the Glow Fest as part of the VIP Package.
8.Natural Springs Park.An application for a grant to build a trail system for Natural Springs
Park was submitted.There will be a meeting Wednesday about it.Another grant will be
proposed January 31.An updated park plan is required.

9.Park Board Minutes for Aug 17,2009.Rachel Lyon made a motion to accept and Jon
Hendrix seconded it.Motion passed.
10.Adjourn meeting at 8:41 pm.The motion was made by Kelly Bailey and Jon Hendrix
seconded it.Motion passed.
