MINUTES
ANNA DIVERSITY & INCLUSION ADVISORY BOARD MEETING
ANNA CITY HALL, 111 NORTH POWELL PARKWAY
TUESDAY, DECEMBER 1, 20203 6:00 PM
The Diversity and Inclusion Advisory Board of the City of Anna held its regular meeting
on Tuesday, December 1, 2020 at 6:00 p.m. The meeting was held at Anna City Hall
located at 111 North Powell Parkway (Hwy 5) to consider the items below.
1. Call to Order, Roll Call and Establishment of Quorum.
The meeting was called to order at 6:03p.m. by Dyanne Lockridge. Members
present: Roxxanne Aragon, Pete Cain, Dyanne Lockridge, Curtis Scretchen,
Amanda Kellam, Lottia Windham, Rose Williams, Kimberly Jones. Members not
present: Kathryn Ross, Malverse Jackson.
2. Invocation and Pledge.
Invocation and Pledge led by Amanda Kellam.
3. Neighbor Comments.
There were no neighbor comments.
4. Staff reports.
The board decided the next D&I meeting will be on January 5 at 6:00 p.m.
Update from Kimberly Winarski regarding the absence of D&I members and
needing to inform both Dyane Lockridge, D&I Chair, and Kimberly Winarski, City
Staff, regarding instances when a D&I member cannot attend a meeting or
scheduled D&I commitment.
Update from Jeff with Parks and Recreation regarding the 12 Days of Christmas,
City of Anna charity program. The program started on 12/1/20; 590 kits were
dispersed to Anna families, 400 in person and 190 are on back order. An
additional 100 kits are being put together by Lacie Pike to help distribute them at
the Anna Mobile Home Park. Distribution date for the remaining kits to be
determined. In total there will be approximately 800 kits distributed to Anna

that appropriate arrangements can be made.

families at the conclusion of the program. If any community resident would like to
sign up to also receive a kit they can email Recreation(d,)annatx.gov to register
their child(s).
5. Considerscuss/Act on subcommittees.
a. Anna ISD
b. Subcommittee assignments
c. Social media coordinator
d. Structuring subcommittees (when they meet, other applicants)
5a- Vince Sharp, special guest tonight, is with the Anna ISD Mental Health
Department, also serves on the ISD Hope Squad. Which focuses on suicide
prevention with K-12 students in Anna. The Hope Squad/Vince is interested in
working with the D&I committee. The D&I Youth/School District subcommittee
team will reach out to Vince to plan a partnered activity with the Hope Squad.
Anna residents can find more information on the Hope Squad and their
mission on their social media platforms or the Anna ISD page. See 5d for
motion details.
5b- After discussion, a motion was made by Pete Cain and a second motion
made by Rose Williams to establish #5 subcommittee assignments and their
respective members. All in favor, motion carried.

#2-Community Events and Programming- Rose Williams, Kathryn Ross,
Roxxanne Aragon
#3-Internal Processes- Amanda Kellam, Roxxanne Aragon, Curtis Scretchen
#4-Police/Public Safety- Pete Cain, Dyanne Lockridge, Kimberly Jones
#5-Youth/School District: Lottia Windham, Curtis Scretchen, Pete Cain
The next order of events for the subcommittees are to start networking. The
Chamber/Local Business subcommittee will reach out to Pete Cain, Chamber
Chair, to see how D&I can collaborate with them. The Community Events and
Persons with a disability who want to attend this meeting who may need assistance should

that appropriate arrangements can be made.

Programming subcommittee will reach out to Jeff with Parks and Recreation
to see how D&I can assist with future community events. The Internal
Processes subcommittee will work with Lottia Windham to create a social
media template for advisory boards to use going forward as well as submit a
bullet point list of what the social media coordinator role will consist of. Both
documents will be sent to the City Staff Kimberley Winarski and Ryan
Henderson for review, as well as presented in the next D&I meeting.
5c-The social media coordinator will push forward the D&I information to the
Staff liaison, Kimberly Winarski and Ryan Henderson, to have the information
posted on the City of Anna social media pages and City newsletter called
"Hello Neighbor." To view the newsletter visit Annatex.gov. Lottia Windham
and the Internal Processes subcommittee will partner to create a template for
Advisory Boards to post content on the City page. After discussion, a motion
was made by Kimberly Jones and second motion made by Amanda Kellam to
move forward with the social media coordinator role. All in favor, motion
carried.
5d- The Youth/School District subcommittee will lead D&I involvement with
the Hope Squad and the Anna ISD. See further notes on point 5a regarding
info on the Hope Squad and Anna ISD. Following discussion, Curtis
Scretchen motioned and Rose Williams made a second motion to approve
D&I subcommittee participation with the Hope Squad and Anna ISD. All in
favor, motion carried.
Each subcommittee will lead and plan their own meeting dates and times to
specifically discuss their subcommittee activity, then share the subcommittee
meeting details with the D&I committee at our monthly meetings. As well as
email the subcommittee meeting notes to Dyanne Lockridge, Kimberly
Winarski and Roxxanne Aragon for minute tracking purposes.
At this time, no further applicants are being accepted for the subcommittees.

6. Consider/Discuss/Act on involvemenvco-sponsorship with Blue Santa-19.
Per Anna Chief, Dean Habel, donations to Blue Santa-19 are not tax deductible,
but all donations will go to local families in need. 10 families that encompass 22
children. To date, $2200 in cash donations have been raised. Chief Habel and
Mr. Butler are leading the Blue Santa-19 charity event and further info is also
available via the City of Anna website.
7. Consider/Discuss/Act on introduction in Neighbor Notes.
The group picture we took tonight will be in the next Neighbor Notes newsletter
and it will also include the D&I mission statement, list of subcommittees and
discuss future initiatives for the D&I.
8. Approve Minutes from October 6t", 2020.
A motion for approval of the Oct 6t" minutes was made by Rose Williams and
seconded by Pete Cain. All in favor, motion carried.
9. Approve Minutes from November 17t", 2020.
A motion for approval of the Nov 17t" minutes was made by Curtis Scretchen and
seconded by Rose Williams. All in favor, motion carried.
10. Adjournment.
