A preliminary plat has been submitted for "Camden Pare" on approximately 57.48 acres of land that is located east of the Dart Rail Line and south of Lindsey Lane(Cr. 376). The owner/developer is proposing 183 residential lots and one commercial lot. A previous preliminary plat for this property was approved by Council August of 2006 and has expired. The preliminary plat has been reviewed by staff and City's engineers. Numerous comments are on the preliminary plat. Most of the items will be addressed on the final plat and construction plans. The staff recommends approval of the preliminary plat subject to the comments below. Camden Parc Preliminary Plat February 27, 2014 Review Comments Planning Comments 1. Lot 1, Block B, needs adjustment — does not meet minimum lot dimensions 2. Minimum Street frontage on lots three and four shall be 40' 3. Dimensions shown on the southeast subdivision boundary at Lotl, Block B and adjacent lots does add up to shown block length 4. Please show barricade around cul-de-sac on Street E 5. This development must stand alone in terms of utilities Informational 1. Notes regarding gas pipeline shall be included on Final Plat 2. Minimum finish floors need to be added around detention pond/channels on Final Plat 3. Six-foot masonry wall will be required along Lindsey Lane 4. Eight -foot sidewalk is required along Lindsey Lane as part of the Comprehensive Plan/Park Plan Trail Section 5. PID/HOA to cover annual cost of traversing DART line with utility easement 6. ROWs and Tract 1 (drainage pond) need to be maintained by HOA/PID City Engineer Comments 1. Add a floodplain note on the plat indicating whether the site is or is not within the floodplain. 2. Several callouts on the plat do not match the legal description. 3. There appears to be a natural drainage swale draining in a northwest to southeaerterly direction across the site. The Preliminary Plat shows a drainage easement being centered on a property line at this location. The City does not allow fences, or other obstructions, to be placed within a City easement. We recommend exploring using this natural drainage path as a greenbelt that could also be utilized as a drainage easement. 4. Show 30-foot water line easement along Dart ROW. 5. Written release will be required from existing easement holders, including the existing water line and gas line easements. 6. Clarify if the detention pond will be in an easement. 7. Should be noted by the City that several residential lots are proposed over the existing gas easement. Preliminary Water and SS Plan Comments 8. List the engineer of record on the engineering plans. These plans will be considered incomplete until a Professional Engineer licensed to practice in the State of Texas is provided. 9. Provide the lift station design data. Including the basin analysis, design calculations, etc. 10. Extend the water line to the south to connect to the existing water lines along SH 5 north of Rosamond Parkway. 11. Development will be required to obtain DART permits. Developer agreement with the City is recommended whereas the development will be responsible for the annual fee administered by DART for crossing the DART ROW. 12. Show the existing water line along the DART ROW. Preliminary Drainage Plan Comments 13. Provide an off -site drainage area map. 14. Lot to lot drainage is not allowed. 15. Off -site drainage easements to the receiving waters will be required for the stormwater discharge. 16. Storm water discharge shall not exceed pre -development flows. 17. A detention pond maintenance agreement between the development and the City will be required. 18. Reference City of Plano Storm Water Drainage Ordinance for rainfall intensities and run-off coefficients. 19. Call to order and establishment of quorum. The meeting was called to order at 7:05 p.m. by Chairman Justin Burr. Members present were Justin Burr, Sandy Setliff, Elaine Gothard, John Johnson, Darrin Colombo and Lee Miller. Tiffany Burleson was absent. Staff present was Maurice Schwanke. 2. Invocation and Pledge of Allegiance. Mr. Schwanke gave the invocation and led the Pledge of Allegiance. 3. Consider/Discuss/Act on recommendation regarding "Saffron Ranch "development plat. Mr. Schwanke gave a presentation. This development plat located in the eastern portion of Anna's extraterritorial jurisdiction along F.M. 2862 has been reviewed by the City Staff. Please note that an 80 foot wide future right-of-way reservation has been shown on the plat. This future thoroughfare is shown on the Master Thoroughfare Plan and Comprehensive Plan. He noted that the development plat meets our requirements and the Staff is recommending approval. A motion was made by Chairman Burr to approve the development plat. Mr. Colombo seconded the motion. The vote was unanimous. 4. Consider/Discuss/Act on recommendation regarding the 2013 Water Distribution System Master Plan. Mr. Schwanke gave a presentation. In order to ensure that adequate provision of water distribution elevated and ground storage and water supply is available water distributions system master plans need to be adopted and periodically amended. This document prepared by our consulting engineers using hydraulic modeling helps the City ensure that adequate elements are in place and appropriate sized distribution mains are installed as development occurs according to the land uses identified in the Comprehensive Plan. He noted that staff is asking the Commission to look at the attached documents and make a recommendation to the City Council.
