PLANNING AND ZONING COMMISSION
August 6, 2018
The Planning and Zoning Commission of the City of Anna held a meeting at 7:00 p.m. on August
6, 2018, at the Anna City Hall Administration Building located, 111 North Powell Parkway, to
consider the following items.
Call to Order and Establishment of Quorum
The meeting was called to order at 7:03 pm. Members present were Sandy Setliff, Don
Callaham, Wayne Barton, Janine Johnson, and Leslie Voss. Carol Watts and Donald
Henke were absent. Staff present was Maurice Schwanke and Alexis Vanderslice.
2. Invocation and Pledge of Allegiance
Mr. Schwanke gave the invocation and led the Pledge of Allegiance.
3. Consider/Discuss/Action on recommendation regarding "Milam Addition" development
plat.
Mr. Schwanke gave a brief presentation and answered questions from the Commission.
The Milam Addition development plat is located within Anna's extra territorial jurisdiction
and generally known as 9967 Twin Creeks Circle. The tract is in the Ezra Shelby
Survey, Abstract No. 839 and contains 1.627 acres of land. The owner is filing the plat
to approve the 10' x 25' building and other additions to an existing structure that he
already built on the property.
A motion was made by Commissioner Setliff, seconded by Commissioner Callaham to
recommend approval of the development plat. The vote was unanimous.
4. A) Continue a public hearing to consider public comments regarding a request by
Skorburg Company owner(s) of the property. The property is currently zoned Planned
Development 352-2007, General Commercial (C-2) zoning with excluded uses. The
owner(s) request to replace the existing Planned Development to Single Family
Residential, and Retail. The property is located at the northeast corner of the intersection
of S. Powell Parkway (Hwy 5) and foster Crossing Road.
The public hearing re -opened at 7:07 pm.
Mr. Schwanke reiterated a few reasons as to why the Staff recommended to deny this
request.
The proposed zoning (Exhibit A) would allow for single family residential, and commercial
(C-1). On the Comprehensive Plan, this area has been shown as commercial land since
the 2010 Comprehensive Plan was adopted. The current thoughts of the Comprehensive
Planning Advisory Committee are that this area should remain as commercial.

The staff has concerns that once potential retail land is encroached by residential,
especially at future significant corners even when separated by a railroad, it is gone
forever. In the opinion of the staff it is too early to give up on this intersection when
significant other lands are available for residential development.
John Arnold represented the Skorburg company and gave a quick presentation
highlighting the potential benefits available to the City now if they were to approve the
zoning to develop over half of the tract as residential.
Tom Plunkett also briefly spoke in favor of the proposed zoning change.
The public hearing was closed at 7:27 pm.
B) Consider/Discuss/Action on a recommendation regarding the request by the owner(s)
of the property to replace the existing Planned Development PD 352-2007 zoning.
Commisoner Callaham, Barton, and Johnson spoke in favor of the zoning listing their
reasons why. Commissioner Setliff spoke about her thoughts on both for and against the
zoning but stated she wanted to follow the city's request in denying the zoning request.
A motion was made by Commissioner Callaham to approve the zoning request, seconded
by Commissioner Barton. Commissioners Callaham, Barton, and Johnson voted yes and
Commissioners Setliff and Voss voted no. The request was approved by the 3-2 vote.
5. Consider action to approve minutes of the July 2, 2018 Planning and Zoning meeting.
A motion was made by Commissioner Setliff, seconded by Commissioner Voss to
approve the July meeting minutes. The vote was unanimous.
6. Adjourn
A motion was made by Commissioner Johnson, seconded by Commissioner Setliff to
adjourn the meeting. The vote was unanimous. The meeting adjourned at 7:39 pm.
