HomeMy WebLinkAboutPZmin2017-12-04 PZ Minutes 12-04-17.doc Page 1 of 2 Minutes PLANNING AND ZONING COMMISSION December 4th, 2017 @ 7:00 pm The Planning and Zoning Commission of the City of Anna will hold a meeting on December 4th, 2017 at 7:00 p.m., at the Anna City Hall Administration Building located at 111 North Powell Parkway, to consider the following items. 1. Call to Order and Establishment of Quorum The meeting was called to order at 7:00 p.m. Members present were Janine Johnson, Sandy Setliff, Wayne Barton, Donald Henke, Christian Landers, and Carol Watts. Commissioner Callaham was absent. Staff present was Maurice Schwanke and Tana Ross. 2. Invocation and Pledge of Allegiance. 3. Consider/Discuss/Act on recommendation regarding “Burgess” Development plat. Mr. Schwanke gave a presentation. The development plat is located with the J.C. Neill Survey, Abstract No. 659 and generally known as “Burgess Development Plat”. The tract contains approximately 48.8 acres of land. The owner is proposing to build a barn and later a small cottage on the property. The submittal meets the City of Anna development plat requirements. The Staff recommends approval of the plat. A motion was made by Commissioner Setiff, seconded by Commissioner Landers to recommend approval of the “Burgess” development plat. The vote was unanimous. 5. Consider/Discuss/Act on recommendation regarding “Liza Acres” Development plat. Mr. Schwanke gave a presentation. The “Liza Acres” development plat plat contains 11.474 acres located in the Joe Slater Survey, Abstract No. 868. The owner is proposing to build a small office space as well as building to accommodate large animals and equipment. The submittal meets the City of Anna development plat requirements. The Staff recommends approval of the plat. A motion was made by Commissioner Henke, seconded by Commissioner Setliff to recommend approval of the “Liza Acres” development plat. The vote was unanimous. 6. A) Conduct a public hearing to consider public comments regarding a request by Standridge Companies, owner(s) of the property, to change the zoning of the subject property from (AG) Agricultural to (PD) Planned Development with (C-1) restricted commercial with additional uses. The property is generally located at the northwest corner of U.S. Highway 75 and West White Street (FM 455). The public hearing was opened at 7:08 pm. Mr. Schwanke gave a presentation and answered questions from the Commissioners and the audience members in attendance regarding fire and infrastructure capabilities for the subject property. Stacey Standridge, the owner of the PZ Minutes 12-04-17.doc Page 2 of 2 property, also answered questions regarding the timeline of development and the types of uses he expects to be on the property. The public hearing was closed at 7:12 pm. B) Consider/Discuss/Act on a recommendation regarding a request by the owner of the property to be granted a zoning change from (AG) Agricultural uses to (PD) Planned Development Uses. The applicant is requesting that the property be rezoned from the (AG) Agricultural zoning district to a (PD) Planned Development. The Planned Development district would have a base zoning of (C-1) Restricted Commercial with additional uses that include variety medical and child care uses. A motion was made by Commissioner Landers, seconded by Commissioner Johnson to recommend approval of the zoning change. The vote was unanimous. 7. Consider action to approve Minutes of the November 6th, 2017 Planning and Zoning Meeting. A motion was made by Commissioner Setliff, seconded by Commissioner Watts to approve the Minutes of the November 6th, 2017 meeting. The vote was unanimous. 8. Adjourn. There being no further business, a motion was made by Chairperson Johnson to adjourn the meeting. Commissioner Landers seconded the motion.
