A RESOLUTION OF THE ANNA ECONOMIC DEVELOPMENT CORPORATION
APPROVING AND AUTHORIZING THE EXPENDITURE OF FUNDS FOR AN
UPDATE TO THE PHASE I ENVIROMENTAL ASSESSMENT FROM
ENVIRONMENTAL SITE ASSESSEMTNS AND AUDITS, INC
WHEREAS, the Anna Economic Development Corporation (the "EDC") wishes to
expend funds for Environmental Services associated with a potential land purchase for
the creation of primary jobs and to enable the EDC to perform infrastructure and site
improvements, which the board finds necessary to promote or develop new or
expanded business enterprises; and
WHEREAS, the EDC intends that said funds be used solely for Environmental Services
related to the potential land purchase;
NOW THEREFORE, BE IT RESOLVED BY THE ANNA ECONOMIC DEVELOPMENT
CORPORATION, THAT:
Section 1. Recitals Incorporated
The recitals set forth above are incorporated herein for all purposes as if set forth in full.
Section 2. Approval of Funding
The EDC hereby authorizes the Chief Administrative Officer to charge the EDC's
contract services line item account in the amount of no more than $ 750 for
Environmental Services for potential land purchase. Any prior resolution or vote by the
EDC in direct conflict with the terms of this resolution are hereby rescinded to the extent
of the conflict and this resolution shall control.

Re: Proposal for Phase I Environmental Site Assessment Update

Dear Ms. Perkins
In regard to the above referenced matter, the purpose of this letter is to set forth Environmental
Site Assessments & Audits, Inc.'s (ESAA) proposal as to an Update of Phase I environmental
assessment performed on the referenced property in December 2012 ["Environmental Site
Assessment, —361 Acres at SH 5 & CR 421, Anna, Texas" dated December 16, 2012]. The update
will include a site inspection of the update property and an update of the environmental
databases reviewed in the original report.
The update assessment will be presented to you in the form of a digital report that sets out the
findings of the investigation and comes to a conclusion as to the likelihood of the presence of
recognized environmental conditions on the subject property.
ESAA proposes to provide this update assessment for a cost of $750.00. The update assessment
will commence immediately upon your acceptance of this proposal and every attempt will be
made to provide the update report within 3 weeks. Payment is due upon receipt of report.
Please acknowledge your acceptance of this proposal by signing a copy of this letter where
indicated and returning it to the undersigned. If you have any questions or comments, please feel
free to call.
