Item No. 4 CDC Agenda Staff Report Meeting Date: 2.13.2019 Staff Contact: Ashley Stathatos COMMUNITY DEVELOPMENT CORPORATION AGENDA ITEM: New Board Member Appointment, Rocio Gonzalez. SUMMARY: Rocio Gonzalez has been appointed by the City Council to serve on the CDC and EDC Boards. Ms. Gonzalez brings a depth of knowledge and experience to her seat. She works for the City of Allen, has graduated from the Citizen's Academy and served the community in various capacities. STAFF RECOMMENDATION: Welcome Ms. Gonzalez to the Board. ATTACHMENTS: 1. SUMMARY: Joey Grisham is the City's new Economic Development Director. Mr. Grisham has a BA from the University of Mississippi, a MA in Political Science from the University of Memphis and a MS in Economic Development from the University of Southern Mississippi. He has served as President and CEO, Economic Development Director, Assistant Economic Development Director and Director of Business Recruitment in several municipalities including: Rowlett, Keller, the Greater Irving -Las Colinas Chamber of Commerce, Hutto and Marion County Development Partnership. We are excited to have Joey bring his knowledge and expertise to Anna. He will be a great asset to the Economic Development Department and the entire city. City Manager Jim Proce has tapped Joseph "Joey" Grisham to head the newly -reconstituted department. Grisham starts his new position on Wednesday, Feb. 13. Grisham counts on close to 20 years' experience in the economic development field, with an extensive background in organizational management, research, regional partnerships, internal and external marketing, business recruitment, business retention, business expansion, strategic planning, incentives, and downtown and town center development. "Joey's skills are exceptionally well -suited for Anna," said Proce. "While we now have a core business community and we are becoming better known as a community that welcomes planned growth, Joey has the experience to take us to that next level." Anna was named as the fourth fastest growing city in the burgeoning North Texas area in the Dallas Business Journal's annual list of growing cities. Anna grew an astonishing 33 percent in the four years between 2013 and 2017, now boasting a population of about 14,000. Immediately prior to accepting the Anna position, Grisham served as Assistant Director of Economic Development for the City of Rowlett. Before that he was Director of Business Recruitment for the Greater Irving -Las Colinas Chamber of Commerce, President and CEO of the Hutto Economic Development Corporation, an independent economic development consultant, Director of Economic Development for the City of Keller, Director of the Lake Granbury Area EDC, President and CEO of the Marion County Development Partnership, and Sales Support Analyst for Medtronic, a private sector firm. Among the many projects undertaken over his prolific career are retail, office, industrial/flex, downtown, and mixed -use, having successfully facilitated the creation of over 10,000 new jobs and the retention of more than 71000 jobs on projects like McKesson, Atos SE, CEC Companies, Pioneer Aerospace, Oki Data, and many others. Grisham earned a Bachelor of Arts in Political Science from the University of Mississippi, a Master of Arts in Political Science from the University of Memphis, and a Master of Science in Economic Development from the University of Southern Mississippi. He is a member of the International Economic Development Council, Texas Economic Development Council, and the International Council of Shopping Centers. "We are looking forward to a very productive next few years," said Proce. He's going to hit the ground running." ABOUT ANNA—The City of Anna is a fast-growing community located in northern Collin County. Anna's population is approximately 14,000 residents occupying over 4,500 households. This emerging and vibrant city offers its residents an excellent quality of life and low cost of living. With much of the City's land still undeveloped, and the population expanding annually, the community is becoming an attractive location for retail and commercial establishments. Item No. 6 CDC Agenda Staff Report Meeting Date: 2.13.2019 Staff Contact: Ashley Stathatos COMMUNITY DEVELOPMENT CORPORATION AGENDA ITEM: Consider/Discuss/Action on Greater Amber Chamber of Commerce Banquet to be held in 2020. SUMMARY: Kevin Hall, Executive Director of the Greater Anna Chamber of Commerce, will be presenting this item. Mr. Hall would like to discuss the venue for the 2020 Chamber Banquet. In particular, Mr. Hall would like feedback from the Board regarding the use of a facility outside Anna city limits but inside the zip code and/or the use of a facility outside of the zip code but in the extraterritorial jurisdiction. STAFF RECOMMENDATION: Provide feedback to Mr. Hall regarding the location for the 2020 Chamber Banquet. ATTACHMENTS: 1. What are the top three (3) reasons why businesses choose to locate in Anna: - Comments Answer The people pool in the Anna area appears to many Texans and visitors to be a nice and pleasant mix. That's our problem. Businesses are not choosing Anna to locate too. And if they did we make it very difficult to get it done. 6. Most of Anna leaves on the weekend for services and enjoyment with their families. Anna is still considered a lower income, bedroom community in northern Collin county. 7. Incentives or whatever it takes to move much faster. Go take a look a Princeton and Denison. They are way ahead of us and we have the best location to attract. 9. By dining, I am saying sit down dining. Places you would want to take your family on a Friday night. Currently you have to drive to surrounding communities in order to shop or eat. Hardware store Ace - Celina❑ Office space building - Mckinney cotton ginL West side 75 in Mckinney chamber building (building that can serve professionals or businesses)❑ breakfast restaurant or casual dining for dinner 1. Afamily entertainment cent like Main event, bowling, Shenanigan's or Top Golf. 2. A large sit down restaurant like Outback Steakhouse, TGI Fridays or Cracker Barrel. 3. Industrial businesses that will have day employees in the area to increase restaurant options for the city. Sit down restaurant with entertainment (tv, bar, and/or outdoor patio seating) - chilias� Applebeeas, Fridays% etc❑ Family fun center or movie theater ❑ Sportsbar/grill Qdoba, chipotle, Jimmy Johns - healthier option that can still be quick Professional office with 30+ employees (financial firm, consultants, anything that also attracts other businesses in for meetings)❑ Family entertainment center (movie theater, Dave & busters, espn zone) 1. Amusement and restaurant -bowling alley complex adjacent to family friendly restaurants 2. Retail and home improvement store - ie. Target/Lowes complex in McKinney 3. Services to be Provided under this Order Form (the "Premium Services"): • Access to all major venues within the following defined region: o The city of Anna, TX, plus 15mi radius o Up to 3 more cities of choice • Additional properties outside of the defined area as requested • Access to Placer.io Venue Analytics reports, including, Visits, Trade Areas, Customer Journey, Customer Insights, Dwell Times, and Visitation by Hour/Day • Actionable insights include: o Accurate foot traffic counts and dwell time o True Trade Areas displaying frequent -visitors -density by home and work locations o Customers' demographics, interests, and time spent at relevant locations o Where customers are coming-from/going-to? Along which routes? o Benchmarking of Foot Traffic, Market Share, Audiences, and other key metrics o Competitive insights • Custom reports per ad -hoc needs/requests; in Excel, KML, Tableau, and other formats • Ad -hoc property visitor time lapse video generation upon request • Premier Customer Support o Regular meeting with Placer Customer Success Team o Live, Virtual Training support as needed Term and Termination: Initial Term: From February 14, 2019 to February 13, 2020 (the "Initial Term") Subject to earlier termination as provided below, this Order Form is for the Initial Term specified above and, following expiration of the Initial Term, shall be automatically renewed for additional periods of the same duration as the Initial Term, unless either party provides written notice of non -renewal at least thirty (30) days prior to the expiration of the then -current term (collectively, the "Term"). The fee within this agreement will remain the same for the second annual term of service. Either party may terminate this Order Form upon seven (7) days' notice if the other party materially breaches any of the terms or conditions of this Order Form or the Agreement. In addition, Placer may immediately suspend Customer's access to the Services, or terminate the Order Form, in the event of non-payment by the Customer. Fees: $6,000/year Invoiced quarterly in advance (via Bill.com) Customer shall pay the fees set forth in this Order Form as set forth above. Unpaid amounts are subject to a finance charge of 1.5% per month on any outstanding balance, or the maximum permitted by law, whichever is lower, plus all expenses of collection. Customer shall be responsible for all taxes associated with the Services other than U.S. taxes based on Placer's net income. If Customer believes that Placer has billed Customer incorrectly, Customer must contact Placer no later than sixty (60) days after the closing date on the first billing statement in which the error or problem appeared in order to receive an adjustment or credit. Inquiries should be directed to Placer's customer support department at support@placer.io. In the event of any termination, Customer will pay in full for the Premium Services up to and including the last day on which the Premium Services are available to Customer. All billing will be sent via electronic invoice to the Customer contact indicated above. Payment Terms: NET30 Support: Placer will use commercially reasonable efforts to provide customer service and technical support in connection with the Premium Services on weekdays during the hours of 9:00 a.m. through 5:00 p.m. California time, with the exclusion of federal holidays. Mutual NDA: Each party (the "Receiving Party") understands that the other party (the "Disclosing Party") has disclosed or may disclose business, technical or financial information relating to the Disclosing Party's business (hereinafter referred to as "Proprietary Information" of the Disclosing Party). Proprietary Information of Placer includes non-public information regarding features, functionality and performance of, and pricing for, the Services. The Receiving Party agrees: (i) to take reasonable precautions to protect such Proprietary Information, and (ii) not to use (except in performance of the Services or as otherwise permitted by the Agreement) or disclose to any third party any Proprietary Information. The foregoing shall not apply with respect to any information that the Receiving Party can document (a) is or becomes generally available to the public, (b) was in its possession or known by it with restriction prior to receipt from the Disclosing Party, (c) was rightfully disclosed to it without restriction by a third party, (d) was independently developed without use of any Proprietary Information of the Disclosing Party, or (e) is required to be disclosed by law, provided that the Receiving Party provides the Disclosing Party with prompt written notice of such requirement and reasonably cooperates with the Disclosing Party to limit or challenge such requirement. These provisions regarding Proprietary Information shall apply in perpetuity and shall survive any termination of the Order Form or the Agreement. Miscellaneous: • All notices under the Order Form and the Agreement will be in writing and will be deemed to have been duly given (a) upon delivery by a recognized delivery service (e.g., FedEx) with delivery confirmation, (b) upon receipt, if sent by U.S. certified or registered mail, return receipt requested, (c) when receipt is affirmatively confirmed by the individual recipient if transmitted by e-mail i.e., auto -confirmation by the e-mail server will not suffice). Notices shall be sent to the addresses set forth in the Order Form, which addresses may be subsequently modified by written notice given in accordance with these provisions. • You grant Placer the right to use your company name and company logo, for Placer's promotional purposes. • Any data provided hereunder may be used solely for Customer's internal business purposes and may not be provided to any third party. Notwithstanding the foregoing, Customer shall have the right to use the information gained and gathered through the Services and the license for its intended purpose, including, without limitation, sharing reports (PDF, screenshots) with current & potential clients, and marketing materials (hard copies and website) in connection thereto. There will be an out clause included in the final contract if for any reason the CDC and EDC Board is not pleased with the performance of the listing company.
