RESOLUTION NO. 2011..04-01
A RESOLUTION OF THE CITY OF ANNA, TEXAS SUPPORTING HOUSE BILL
3302 THAT IF PASSED WOULD ALLOW A TYPE A CORPORATION IN A CITY
UNDER 7,500 THAT ALSO HAS A TYPE B CORPORATION, TO POOL THEIR
RESOURCES FOR PROJECTS AND ENDORSING AN INCREASE IN THE
MAXIMUM POPULATION COUNT TO 10,000
WHEREAS, the City of Anna intends to submit a letter of support to request that the
population limit in HB 3302 increase to 10,000, and
WHEREAS, the City Council of the City of Anna has determined that it is in the best
interest of the citizens, businesses, and future businesses of the City of Anna to publicly
support HB 3302.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, THAT:
Section 1. Recitals Incorporated
The recitals set forth above are incorporated herein for all purposes as if set forth in full.
Section 2. Authority to Submit Letter of Support
The City Council of the City of Anna hereby authorizes the submission of the letter of
support for HB 3302.

Dear Honorable Senator Estes,
I would like to take this opportunity to express my support of HB 3302. I also
respectfully request that the population increase from 7,500 to 10,000. The
City of Anna is 8,300 people and experiences many of the challenges outlined
below of small cities.
Our property tax values continue to decline and our local retail economy is
challenged by big box retailers in larger cities. Being under intense pressure
not to raise property taxes, the challenge of growing our local economy
becomes all the more imperative.
Under current law our Type A Economic Development Corporation is
generally limited to manufacturing, industrial, and infrastructure projects
such as streets, roads, water and sewer.
With limited physical and financial resources our city simply cannot
effectively compete for manufacturing and industrial projects. Likewise,
infrastructure projects by their very nature require significant financial
commitments, and again are beyond the reach of our Type A development
corporation's financial resources.
Having the ability to pool our resources with our existing Type B corporation
for meaningful projects such as tourism and retail would be of tremendous
benefit in sustaining and enhancing our local economy.
No other facet of current law concerning Type A and Type B corporations will
be affected by HB 3302. Additionally, elected official oversight is protected by
the legislation's requirement that the ability to engage in Type B projects must
first be granted by City Council, and may at any time be rescinded by City
Council.
Therefore, I earnestly request your support of small-city economic
development through the enactment of HB 3302, increasing the maximum ::::;,nco tto lO'O~M
