HomeMy WebLinkAboutRes 2011-06-02 Establishing Rules regarding the use of Excessive Force.pdfCITY OF ANNA, TEXAS RESOLUTION NO. 2011-06-02 A RESOLUTION OF THE CITY OF ANNA, TEXAS, COLLIN COUNTY, STATE OF TEXAS, ESTABLISHING RULES REGARDING THE USE OF EXCESSIVE FORCE DURING NONVIOLENT CIVIL RIGHTS DEMONSTRATIONS. WHEREAS, the City of Anna, Texas, is a participant in the Texas Community Development Block Grant Program (TxCDBG) and a recipient of TxCDBG grant funds; and WHEREAS, it is a condition of the TxCDBG contract between the Texas Department of Rural Affairs and the City of Anna, Texas, that a resolution establishing rules regarding the use of excessive force during nonviolent civil rights demonstrations be passed during the contract period; and WHEREAS, it is within the power and proper responsibility of government to prevent the use of excessive force during nonviolent civil rights demonstrations; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS: ARTICLE I Section 1: That the City of Anna, Texas, adopts a policy of prohibiting the use of excessive force by the law enforcement agencies within its jurisdiction against any individual engaged in nonviolent civil rights demonstration. The City also prohibits the physical barring of any entrance or exit of such a facility and will enforce all applicable state laws regarding same. ARTICLE II Section 2: It is the policy of the City to enforce this policy to the full extent allowed by law. PASSED and adopted by the City Council of the City of Anna, Texas, on this the 14th day of June, 2011. ATIEST: 06-14-11
