The City Council of the City of Anna met in regular session on the 121h day of September
Item #1
Mayor Ron Ferguson called this meeting to order at 7:39 p.m..
Item #2
The following members were present and participating: Mayor Ron Ferguson, Joe Murphy,.
Brenda Tilley, Lisa Copeland and Duane Hayes. Bob Estep was absent from this meeting.
Others present were: Johnny McBride, Joel Foltz, Albert Geer, Donna Geer, Ric Linneber, Don
Braley, Nava Braley, Alan Record, Gayle Pelican -Geese, Brad Meyer and Jeff Blount_

Mayor Ferguson asked for any citizen's participation at this time. There was no response.
Item #4
Mayor Ferguson held a public hearing on the proposed tax rate for the fiscal year 2000-2001.
There was no response.
Item #5
Joe Murphy made a motion to adopt Ordinance 2000-11 annexing 1.300 -acre tract located at the
southeast corner of FM455 and US Highway 75, petition by Love's Country Store. Lisa Copeland
seconded the motion. The motion canned 410/0.
Item #6
Lisa Copeland made a motion to approve the Oak Hollow Subdivision Facilities Agreement and to
allow the Mayor to negotiate and sign the agreement. Brenda Tilley seconded the motion. The
motion carried 41010.
Item #7
Jae Murphy made a motion to reduce the maintenance bond on Tara Farms from 100% to 20%
Lisa Copeland seconded the motion. The motion carried 410/0.

The City Council held discussion on a sign ordinance. There was no action taken at this time.
Item #9
There was no action taken on the Parks and Recreation Board.
Item #10
There was no action taken on the code enforcement officer.
Item #11
John and Beverly White were not present to discuss their water bill- There was no action taken at
this time.
Item #12
The City Council met with Sandra and Alan Record regarding their water bill. The council asked
that the Water Superintendent pull the meter and have it tested. The stated that if the meter was
bad take a 6 -month average and adjust the bill.

The City Council met with Jeffrey Blount regarding his water bill. Duane Hayes made a motion to
take a 6 -month average and adjust the bill. Brenda Tilley seconded the motion. The motion
carried 410/0.
Item #14
There was no action taken on the Local Project Advance Funding Agreement between the Texas
Department of Transportation and the City of Anna. Mayor Ferguson asked the secretary to send
a copy to our attorney for his review.
Item #15
Joe Murphy made a motion to adopt Ordinance 2000-09 adopting a budget for the City of Anna
for the fiscal year October 1, 2000 through September 30, 2001. Duane Mayes seconded the
motion. The motion carried 4/0/0.
Item #16
Duane Hayes made a motion to adopt Ordinance 2000-10 setting the tax rate at .52999 for the
fiscal year 2000-2001. Lisa Copeland seconded the motion. The motion carded 410/0.

Lisa Copeland made a motion to approve the minutes for July 17, 2000. Brenda Tilley seconded
the motion. The motion carried 4/0/0.

Lisa Copeland made a motion to approve the bills. Brenda Tilley seconded the motion. The
motion carried 4/0/0.

The City Council recessed into Executive Session at 8:37 p.m. under Texas Government Code
Section 551.071 & 551.074 of the Texas Open Meeting Act for the following purpose:
A. To receive information and deliberate regarding purchase of property for use for a public
purpose.
B. Consultation regarding pending litigation.
Item #20
The City Council reconvened into regular session at 9:20 p.m. to act on items discussed in
executive session. There was no action taken at this time.

Joe Murphy made a motion allowing the Mayor to negotiate the purchase of property for use for a
public proposes. 'Lisa Copeland seconded the motion. The motion carried 4/0/0.

Lisa Copeland made a motion authorize the Mayor to secure legal council. Joe Murphy
seconded the motion. The motion carried 4/0/0,
Item #23
The City Council met with the Water and Wastewater Superintendent. There was no action taken
at this time.

There being no further business this meeting was adjourned at 9:31 p.m..
