The Anna Community Development Corporation and the Anna Economic Development Corporation
conducted a special -called meeting at 6:00 p.m. on Wednesday, November 9, 2022, at the Anna
Municipal Complex Executive Conference Room, located at 120 W. 7th Street Anna, Texas 75409.

CDC and EDC Board Members Present: Bruce Norwood, Rocio Gonzalez, Ronnie Kerr,
Michelle Hawkins, and Shane Williams. CDC and EDC Board Members Absent: Kylee Kelley
and Gina Maria Ottavio, Others Present: Joey Grisham (Director of Economic Development),
Taylor Lough (Assistant Director of Economic Development), Kimberly Garduno (Economic
Development Coordinator), Lee Miller (Mayor Pro Tem) and Clark McCoy (Attorney).
1. Call to Order. Roll Call and Establishment of Quorum.
The meeting was called to order by Board President Bruce Norwood at 6:00 p.m.
2. Invocation and Pledge of Allegiance.
Invocation and Pledge of Allegiance was led by Board President Bruce Norwood.
3. Neighbor Comments.
None.
4. Consent Agenda.
a. Consider/Discuss/Act on approving minutes from the October 5, 2022, Joint
Community Development Corporation and Economic Development Corporation
Special -Called Meeting. (CDC)
Shane Williams made a motion on behalf of the CDC to approve the minutes from
the October 5, 2022, Joint Community Development Corporation and Economic

b. Consider/Discuss/Act on approving minutes from the October 5, 2022, Joint
Community Development Corporation and Economic Development Corporation

Shane Williams made a motion on behalf of the EDC to approve the minutes from
the October 5, 2022, Joint Community Development Corporation and Economic
Development Corporation Special -Called Meeting, Michelle Hawkins seconded
the motion. All were in favor. Motion passed.
5. Individual Consideration
a. Conduct a public hearing and consider/discuss/action on a resolution of
the Anna Community Development Corporation approving and authorizing
the expenditure of funds for Phase I of the City of Anna Wayfinding
Program and approving a professional services agreement with Lee
Engineering, L.L.C. (CDC).
Bruce Norwood opened the public hearing at 6:05 p.m.
Joey Grisham discussed the priorities from the June Joint City Council- CDC/EDC
meeting that included utilizing proceeds from the sale of the Business Park to help
fund the wayfinding and gateway signage program. Taylor Lough mentioned that
staff reviewed several gateway signage and wayfinding plans from various cities.
Staff recommends Lee Engineering LLC, an engineering firm with extensive
experience working with Texas Department of Transportation right-of-way
regulations and approved vendor for the city of Anna. The Professional Services
Agreement states Lee engineering is the lead consultant and subcontracting with
signage design firm MERJE Design. Kimberly Garduno discussed modeling the
Wayfinding Stakeholder Group after the Anna Community Library Task Force and
requested member recommendations from the CDC/EDC Board. Next steps will
include a presentation at the November 22nd City Council Work Session followed
by two public readings at the December City Council Meeting.
Bruce Norwood closed the public hearing at 6:12 p.m.
Bruce Norwood made a motion on behalf of the CDC a resolution of the Anna
Community Development Corporation approving and authorizing the expenditure

6. Director's Report
a. Strategic Plan Update
October was a busy month with conferences and meetings. Joey Grisham
attended the Texas Economic Development Council's Annual Conference in San
Antonio. Staff met with Cooksey Communications to develop fiscal year 2023
proposed campaigns. Kimberly met Workforce Solutions McKinney and Anna High
School to form Business, Retention and Expansion (BR&E) taskforce. City of Anna
featured in Dallas Morning News Boomtown Series and various news outlets.
Taylor Lough spoke at the REDNEWS Collin County Forecast Summit. The 3rd
Annual Business Appreciation Breakfast will be held at the Anna Municipal
Complex on November 10'h
b. NTCAR Recap
Economic Development staff attended the North Texas Commercial Association
of Realtors (NTCAR) Expo at Sheraton Hotel Dallas. Compared to previous years,
attendance was down due to date and venue change. Staff made contacts with
several developers.
c. Brewery Update
City Council approved the lease and incentive agreement at the November 8th
meeting. Taylor Lough provided an update concerning demolition plans and
notified the Board the Texas Downtown Association awarded a $5,000 grant for
landscaping, sidewalk upgrades and public art mural for the Brewery building:
d. Resignation of Vice President Shane Williams
Shane Williams officially resigned from the Board.
7. CLOSED SESSION (exceptions):
a. Deliberate regarding the purchase, exchange, lease or value of real property.
(Tex. Gov't Code §551.072) possible property acquisition; possible land
sale/purchase;
b. Consult with legal counsel on matters in which the duty of the attorney to
the governmental body under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the
Government Code (Tex. Gov't Code §551.071); Grant program; Lease
agreement and professional services contract.
c. Discuss or deliberate Economic Development Negotiations:
(1) To discuss or deliberate regarding commercial or financial information that
the Board of Directors has received from a business prospect that the
Board of Directors seeks to have locate, stay, or expand in or near the
territory of the City of Anna and with which the Board is conducting
economic development negotiations; or,
(2) To deliberate the offer of a financial or other incentive to a business
prospect described by subdivision (1). (Tex. Gov't Code §551.087)
potential retail and medical projects.

Michelle Hawkins made a motion to enter closed session. Ronnie Kerr seconded the motion.
All were in favor. Motion passed. CDC Board entered closed session at 6:22 p.m.
8. Reconvene into open session and take any action on closed session items.
Bruce Norwood made a motion to reconvene into open session. Michelle Hawkins seconded
the motion. All were in favor. Motion passed. The CDC reconvened into open session at
6:40 p.m.
9. Receive reports from staff or Board Members about items of community interest.
Joey Grisham mentioned the Annual Appreciation Breakfast begins tomorrow at 8:00 am at
the Anna Municipal Complex. Bruce Norwood stated Anna ISD Band currently at State
competition and Anna High School football team will play at McKinney ISD Stadium.
10. Adjourn.
Ronnie Kerr made a motion to adjourn the meeting at 6:44 p.m. Rocio Gonzalez seconded
the motion. All were in favor. Motion passed.
