CITY OF ANNA, TEXAS RESOLUTION NO. ;l-02 3 - 01 -13(o5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS ADOPTING SUCCESS STATEMENTS WHEREAS, the City Council of the City of Anna, Texas ("City Council') working together through a collaborative process, has developed Success Statements; and WHEREAS, the Strategic Plan is a working document that provides guidance to the City Council and Staff when making budgetary and operational decisions; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: Section 1. Attached is a report recapping the two-day workshop as well as a one -page document with proposed Success Statements. Under each Strategic Outcome Area the Success Statements outline the City Council's vision for the City of Anna. If the proposed Success Statements are acceptable to the City Council, they will be placed on the City Council's next meeting for adoption. The second day of the workshop included a conversation about successful implementation of the City Council's strategic plan. The roles and responsibilities between the City Council and City Manager's office was discussed at length, led by the facilitator. As participants agreed they would like to have a defined mechanism to support collaborative efforts and clear communication, the Code of Conduct and Civility and Protocol Operating Guidelines are also attached. Following the City Council's adoption of the Success Statements staff will present the proposed work plan on Tuesday February 1411 in a work session. The purpose of this work session will be to gain feedback and answer any questions. Since the December workshop staff has been reviewing outstanding items from the City Council's previous strategic plan, current budget objectives as adopted by the City Council this fall, and new items from the recently concluded community survey. This I Believe Participants were asked to come prepared to share "what they believe" about the future of Anna. This exercise is loosely based on the "This I Believe" essay format initiated by Edward R. Morrow on National Public Radio in the 1950s. Participants were encouraged to describe their core values that guide their daily lives. Responses from each Council member are bulleted below. I believe that Anna is a community of people that care about each other. We've proven it time and time again and I believe we can continue that regardless of how big we get. For example, during the "Big Freeze," everything shut down and people decided to cook food and hand it out to others in the community who needed it. It started with a few people and each night it grew. It's important because it brings everyone together. In a utopian world, if everyone treated their neighbor like they treat their kids, we wouldn't need half the things we have out there now. I want us to take Anna's country -feel and make it unique. We need to be our own unique city and that's what people are coming here to look at. We need to be Anna. It's the neighbors coming out to help, getting unique development, products, and parks. We need to decide what we are actually looking for with homes, industries, office buildings, etc. I grew up all my life in this area and right now we're a blank canvas with so much agricultural land mass that's undeveloped. We have to address things for the future because it takes time to fix things. We need to understand how the decisions we make about development today will affect Anna 10, 15, or 20 years down the road and how we can keep everything in line for our future. I look at the long-term impact of our decisions. Everyone knows that Anna is growing but they want it to be unique. They don't want to be the cookie -cutter for everything running down the 75. We're special and something different. We need to get that across to developers to participate and staff to support thinking outside the box, to figure out how to develop Anna into something special and define what that is. Developers don't seem to understand and are recreating other communities. Our downtown is a blank canvas and if we can get current owners to partner with us to see the vision and join us in that vision, I really believe we can make something incredible for many years to come by creating a special place for a special community. Trusted Advisors Transforming Communities City of Anna City Council Retreat Page 5 I believe we need to grow in the right way. I think a lot of people moved here for that small-town feel. Even though we're growing, that small-town feel can stay in a big-time atmosphere, but it's up to us to make sure we keep that feeling. You can live in a big city and still have that atmosphere. I believe that's a pipe dream (referring to all that's previously been said). If you moved here for a small-town feel, I don't think that's going to stay the same. We should be focused on trying to do that, but it's up to the community to decide if they want to keep a small-town feel. We're going to do our part to keep it the way it is, but it's up to the people who are moving here now to make that decision. My concern is that we're going to have 200,000 people at some point and we have to be the Council that brings in developers to go along for the ride. I think we have a huge opportunity, but we have to be realistic about what Anna's going to be when we're not on Council anymore. Either everyone matters or no one matters. For example, when my sister moved here she needed gas on her way to work in the early morning and her credit card wouldn't work. She was in tears sitting in her car and a guy pulled up and bought her gas for her. It's those little gestures and little things that matter, not the collective "let's all do it" and get together. I'm a real firm believer of "speak up even if your voice shakes." We need to hear it and hear what people have to say. Additional thoughts from this ensuing discussion included: • Integrity is important • We need to listen to our people • We are concerned about the future • There is something special about this community • We are fearful of failing and of indecisiveness causing issues to sit on the back burner • We'd like to set up the next group on the Council to ensure they understand the vision • We need to show members of Anna's Boards and Commissions there's structure and we know what's agreed upon • We've worked hard to engage and connect with the community Community Input A high-level overview of the results of the National Community Survey Report were presented during the retreat, with a full presentation forthcoming in January. The overview of the survey results highlighted four key takeaways: 1. The community feels a strong sense of safety in Anna 2. Anna's economic health is important to the community 3. Anna's natural environment and recreational opportunities are important and have room for growth 4. The community values the City's utility infrastructure but has concerns about quality These results were not surprising to the participants, specifically the concerns surrounding the taste of the water, and they are aware that they are treading below the benchmark in some areas. In other areas where Anna is doing well, they aim to continue to provide those excellent services. True Today, True in Ten Years The City Council was asked to share their responses to two questions: • What is true about Anna today that you hope will still be true in ten years? • What is not true about Anna today that you hope will be true in ten years? Each Council member was asked to write three items in response to each question. All responses are captured in the following table. We can put all the things that we know back on paper and reaffirm our mission and where we're going. There are new team members, and this is a reset where we have a chance to get some clarity and figure out where we're going. We spend a decent amount of time communicating with our staff and they work for the City Manager, but it doesn't mean we're ambivalent towards what Council wants. We want to get there and realize the vision and goals. Even though we don't report to you doesn't mean we go into work every day just trying to make the City Manager happy. We're trying to achieve your goals as well. We view you all as teammates in this process and we're here to serve and get things done. • I don't expect our big goals to change a lot, but yesterday's discussion helps refine them. It's given some clarity on what I think we're going to wind up with at the end of today. When we go out there to do something, this helps align with what that is, and it will suit the personality of the group that's sitting here today. • Conversations moved quickly and went well. It didn't feel like a long day, which is a good thing, and there was great conversation. I've worked with all the trees instead of working with the forest, and yesterday's conversation was good to not lose sight of the forest. • I liked it and got a little bit out of it. We learned something different about what goals we want to work towards. I think our pot was too big and I'd like to have shorter goals. We need to be clearer in what direction we want to go since we all have our own different goals. Whenever we leave a meeting, the City Manager and his team should know what we want as a group. • It was a good opportunity to use what we learned in our retreat about each other, so I knew where people were coming from when they spoke. I'm hopeful and confident things will continue to go in a positive direction. Defining Success The facilitator reviewed the "True Today, True in Ten Years" exercise and participants drafted seven Strategic Outcome Areas that help define Anna's future identity. Participants worked in two groups to draft success statements under each category, outlining what these visions mean for the City of Anna. The following section outlines each Strategic Outcome Area, as well as participants' original success statements drafted during the retreat. Neighborly • Anna is a community of neighbors with a hometown sense of pride. o Caring and giving o Engaged Unique • Anna is a designed to be unique in its transformation from a bedroom community to a city by: o Having a planned vision with innovative development. o Embracing positive growth with a variety of housing, jobs, and educational opportunities. Vibrant • Anna has a vibrant economy with diverse businesses that make our community a great place to work, shop and play. • Anna is a business leader with a one of a kind downtown. • Anna is a destination. There are venues for events with multiple ways to get to Anna. Safe • The City of Anna is a community where neighbors feel safe walking and traveling. There is a sense of safety and peace for families, property and self. Neighbors know services will respond in a timely manner and emergencies are managed by defined contingency plans. Resilient • Anna's mobility and utility infrastructure consistently meets community needs by being: o Robust o Resilient o Unseen and inconspicuous Active • City of Anna promotes an active engaged community with a variety of social and recreational venues for neighbors of all ages. Following that, a work plan will be presented on how to move forward to achieve the desired goals and outcomes for the future of Anna. A key component of successful implementation is knowing the roles and responsibilities between City Council and the City Manager's office, which were discussed at length in a conversation led by the facilitator. Participants agreed they would like to have a defined mechanism to support collaborative efforts and clear communications between the governing body and staff to assist in getting things done. Day Two — Parting Thoughts At the close of the retreat, participants were asked to reflect and share their parting thoughts. It's good to get together and share different viewpoints to figure out how we're going to work together. I think we did some good. I think it was good and informative. I officially take back what I said in the beginning reflections about yesterday. I think we tend to sometimes go down a rabbit hole, which can be beneficial at times but sometimes gets annoying. We need to figure out a way to do this to vet ideas and I wish we would've done this type of retreat three years ago. There was an incredible amount of information in the prior work plan but the way it's set up now provides an opportunity for the old document to be a more applicable working document with flexibility and less rigidity. • This has given me understanding of this group and I'm glad we took time to do this. It's been two years since we've sat and had these conversations, but hopefully it's more frequent in the future, because it's important to the community and everyone in this room. I'd like to see us do some great stuff. • I learn more every time we speak, and I appreciate the opportunity to have these conversations. • I have gratitude for the time and energy from everyone and the focus on the community. It's a great change to put it on paper and keep moving forward. • We've been needing to collaborate as a Council and we've come a long way, but we have a long way to go. We need to change the way we're doing things by letting the City Manager's team do their work and having Council manage it without individually nitpicking it. We're finding out we were too narrow-minded and now we have a broader scope. • I hope we don't wait so long to meet again with the City Manager's office to have these conversations. The focus was on the only thing that matters and that's the people — it was conveyed very well. You took a lot of input and really came up with the attributes that define the city of Anna, and I love the artwork. We have a very collaborative engagement and may not be like every other city in how we get things done. The challenge we need to face is not always having a collaborative Council. We need to lay out what is important to us and not lay it out in a combative way on the dais. As a Council, we need to come up with how we can communicate collaboratively and improve engagement on these things to keep moving forward at the speed we are and feel we're not adverse with each other. • I think this was very successful because it was simple to take in and understand. • This is the fast time I haven't left a strategic planning process feeling angry. I'm happy with the time that we put in here and I'm thankH for Council showing up and giving their time, which is the most valuable thing we have to give.
