HomeMy WebLinkAboutOrd 1995-09 Street Numbering.pdf• CITY OF ANNA, TEXAS ORDINANCE NO. 95-04 AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ESTABLISHING A STREET NUMBERING SYSTEM; PRESCRIBING THE PLACEMENT OF STREET ADDRESS NUMBERS ON PRIMARY STRUCTURES WITHIN THE CITY; PROHIBITING THE DESTRUCTION OR DEFACEMENT OF STREET NUMBER SIGNS; PROVIDING A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE; ALSO VOIDING ORDINANCE 91-001. WHEREAS, the effective and efficient provision of law enforcement and other emergency services to residents and property owners of the City of Anna requires explicit and clearly identifiable address locations; and WHEREAS, many structures and locations within the City are not currently identifiable with clearly marked address indicators; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT 0 Section 1. Building Number System (a) All building numbers on the right side of a street shall be even and those on the left side shall be odd, from Fourth Street northward and southward. (a) All building numbers on the right side of a street shall be even and those on the left side shall be odd, from Riggins Street eastward and westward. (b) All north -south streets shall be numbered from Fourth Street; all east -west streets shall be numbered from Riggins Street. The first block will be the "100" block and all subsequent blocks shall be increased by increments of one hundred (100). (c) The City Secretary will assign building numbers. All numbering will be under his supervision and will be recognised as the official number of the building. Section 2. Address Numbering Reguired The owner of a lot or tract on which one or more buildings or structures have been located shall place the appropriate street address number in a clearly indentifiable location on the front (that portion facing the street) of the primary building on the lot or tract. If more that one primary building is located on the lot or tract, each primary building shall be separately identified with an appropriate address number. Said numbers shall be not less than three (3) inches in height and shall be located so that emergency service personnel can easily read and identify the address enumeration. Section 3. Destroying 9K Defacing It shall be unlawful for any person to willfully destroy or deface any building number. Section 4. Penalty Provision Any person who violated any provision of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction thereof in the municipal court of the City of Anna shall be subject to a fine not to exceed the maximum as prescribed by law for each offense, and each and every day that the violation shall be permitted to continue shall constitute a separate offense and each and every instance of violation shall constitute a separate offense. Section 5. All parts of any ordinance in conflict with the provision of this ordinance are to the extent of such conflict hereby repealed. Section 6. Savings Clause If any provision of this ordinance shall be held to be invalid or unconstitutional, the remainder of such ordinance shall continue in full force and effect the same as if such invalid or unconstitutional provision had never been a part hereof. Section 7. Effective R to This ordinance shall be effective upon the posting and/or publication of its caption as required by law and the City Secretary is hereby directed to implement such posting and/or publication.
