ANNA PARKS ADVISORY BOARD MEETING

Street, to consider the following items:
i. Call to Order, Roll Call and Establishment of Quorum
Parks Advisory Board Member Elden Baker called the meeting to order at 6:07 pm.
Parks Advisory Board Members Jeff Reece, Jon Schwyzer, and Eirik Hansen were absent.
Staff present included Assistant Director of Neighborhood Services Jeff Freeth, Neighborhood Services Director
Marc Marchand, and City Council Member Stan Carver.
2. Invocation and Pledge of Allegiance
Parks Advisory Board Member Elden Baker gave the invocation and led the Pledge of Allegiance.
3. Reports
a. Parks Superintendent Matt Lewis reported on Parks Maintenance including adding new waterfountains
to Natural Springs Park and Slayter Creek park, clearing out medians on FM 455, adding concrete
walkway at Natural Springs park, etc. Trash receptacles and splash pad structures at Slayter Creek park
are being removed to be repurposed elsewhere.
b. Assistant Director of Neighborhood Services Jeff Freeth reported on recreation programs and events
including 12 days of Christmas, meet our local heroes, future touch a truck event, working on youth
baseball and softball registration. New part time coordinator and new full-time youth programming
coordinator have been hired.
4. Project Updates
a. Neighborhood Services Director Marc Marchand provided an update on the Bryant Park project that
request for approval has been sent to council far professional services agreement to masterplan the
park.
b. Neighborhood Services Director Marc Marchand provided an update on the Johnson Park field lighting
project has moved into the construction phase.
c. Neighborhood Services Director Marc Marchand provided updates on the following projects at Slayter
Creek Park: T-boxes for disc golf course is approved to be installed. Future construction projects sign has
been installed. The new bathroom building has been designed, waiting for engineering to be completed.
Proceeding with concrete pad for fitness station. Bidding on practice field lighting. Splash pad design is
complete and city manager has approved it and construction phase is set to begin. Wheeled sports
project is still in design phase and city is looking into options for repurposing existing equipment.
Pickleball and basketball is scheduled to be bid in the summer to avoid conflict with other construction
projects at this location. Parking lot expansion is planned to be bid in beginning of 2023.

d. Neighborhood Services Director Marc Marchand provided updates on Henry Clay "Yank" Washington
park is in the bidding phase to install waterfountains, irrigation, half -court basketball courts, more
benches, and a picnic table.
e. Neighborhood Services Director Marc Marchand provided updates on Natural Springs Park secondary
parking lot project noting that it is almost complete with construction documents and an electrical
engineer is orr contract.
f. Neighborhood Services Director Marc Marchand gave an update on a future Sports Complex project that
they are looking for a broker for land acquisition.
g. Neighborhood Services Director Marc Marchand stated there will be initiation of a plan for trails in the
spring.
h. Neighborhood Services Director Marc Marchand gave update on train locomotive project at Sherley
Heritage Park stating that the rail car is arriving tomorrow.
5. Individual Consideration
a. Discuss "Telling our Story'and future communication opportunities.
Promotional videos were shown for the city's parks and events.
b. Discuss, Consider and Acton Parks Advisory Board meeting minutes from November 21't, 2022.
MOTION: Parks Advisory Board Member Donald Henke moved to approve the Minutes. Parks Advisory
Board Member Elden Baker seconded. Motion carried.
c. Discuss the Project Advocate Community/Recreation Center Project Kickoff.
Developing a project charter for the project was discussed. Task force creation was discussed to include
the 7 Parks Board advisory members, 2 city council members to be selected, and adding 2 members
from AISD that work directly with youth sports, and a member from the EDC board. Greg Peters and Jeff
Freeth will be involved as city staff. Meetings will be once a month and virtual meetings will be
scheduled as needed.

Parks Advisory Board Member Elden Baker adjourned ti meeting at 8:41 pm.
