The City Council of Anna met in Special session on the 23rd day of April 2002.
1. Call to Order
Mayor Pro Tem Joe Finley Jr. called this meeting to order at 7.50 p.m.
2. Roll Call
The following members were present and participating: Joe Finley Jr., Lisa
Copeland, Brenda Tilley, and Lynn Mosier.
Absent: Mayor Ron Ferguson Lynn Dhane
City Administrator — Lee Lawrence.
Citizen Participation
Ms. Debbie McIntosh, 811 N. Powell Pkwy, stated there is a manhole in her front
yard that is not hooked up to the sewer and there is no clean-out access between
the city sewer line and her portion of the line. Ms. McIntosh stated she has
suffered flooding in the past and has complained about this problem for several
years and would like the situation rectified.
Mr. Mosier instructed Public Works Director David Certain to check to see if
there is an alley behind the Munger property at 245 Easton. Ms. Munger has
received a notice about brush from Code Enforcement and she believes that the
brush is actually in the alley and not on her property.
4. Amendment to the Planned Development for Tara Farms.
Mr. Lawrence advised that this item had been on a prior agenda and council
members had requested that the issue regarding be reconsidered. Mr. Lawrence
reminded council members that Choice Homes had requested a change in the
ordinance regarding the clearance between homes. He said there would never be a
situation where the clearance between two homes is less than ten (10) feet and the
only time that it would actually be ten feet was when the largest two homes were
place next to each other on the smallest lots.
The City Council recessed into executive session at 8:13 p.m. in accordance with
Section 551 of the Government Code, to discuss the following subjects:
To deliberate the appointment, salary, employment, evaluation, reassignment,
duties, discipline, or dismissal of a public officer or employee.

The City Council returned to open session at 8:59 p.m.

8. Ambulance Service/Contract with Collin County
Mr. Lawrence advised the Council that Collin County has negotiated with Medlife
to provide ambulance service for the completion of the fiscal year. He reported
there is a significant increase in the cost of this service over Life Tech, however
the City really has no choice at this time due to Life Tech going out of business.
The County is also looking into the possibility of legal action against Life Tech as
several cities (including Anna) paid their portion of the cost to Life Tech in
advance. In contract negotiations for the next fiscal year, the City of Anna will
attempt to obtain a price break due to providing the building; and utilities for the
ambulance service.
Mr. Mosier made a motion to authorize signing the contract with Medlife through.
the end of this fiscal year at the price of $6487.50. Mr. Finley seconded the
motion. The motion carried 31110 with Ms. Tilley voting against the motion.
9. Amendment to Weston WSC CCN
Mr. Lawrence said the City of Anna has an existing Certificate of Convenience
and Necessity (CCN) in the area west of East Fork and the City of Weston would
like to have a.joint CCN with. Anna regarding this area. Mr. Lawrence said he did
not anticipate the City doing anything with this arca and there were no pians to
run lingo to thio area.
Mr. Mosier made a motion to accept the amendment to the CCN. Mr. Finley
oocondcd the motion. The motion was carricd 4/010.
10. Purchase of Equipment by Anna VFD
Mr. Lawrence informed the council that a representative of Hoyt Air Compressors
had come to City Hall last week in an attempt to collect money owed by the VFD.
City Secretary advised that she had contacted Chief Tilley regarding this matter
and he had explained that this purchase was to be paid from a F'.E.M.A. grant,

No action was required or taken by the Council.

11. City Personnel Policies Manual
Members of the Council discussed the policy manual and pointed out areas where
they wanted changes to be made. Mr. Mosier made a motion to reconvene in
special session on Monday April 29, 2002 to discuss this item further. Lisa
Copeland seconded the motion. The motion carried 41010.
12. Staff Reports
There were no items for discussion.
13. Adjourn
There being no further items of business Mr. Finley made a motion to adjourn the
meeting at 10:20 p.m. Mr. Mosier seconded the motion. The motion carried
41010.
