ORDINANCE NO. 217-2005
AN ORDINANCE OF THE CITY OF ANNA, TEXAS, CREATING THE ANNA
TECHNOLOGY ADVISORY COMMISSION; ESTABLISHING PROCEDURES FOR
APPOINTMENT AND REMOVAL OF MEMBERS; ESTABLISHING DUTIES AND
RESPONSIBILITIES OF THE COMMISSION; PROVIDING A REPEALER CLAUSE;
PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Anna has determined that there is a need for
technology improvements in the operations of the City government; and
WHEREAS, the City Council has determined that the most effective and efficient means of
identifying technology needs and means of resolving those needs is through creation of an
advisory commission of citizens of the community; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS:
Section 1. Anna Technolopv Advisory Commission Created
The Anna Technology Advisory Commission is hereby created.
Section 2 Membershlpp Organizations Compensation
A. Membershio
The Anna Technology Advisory Commission (Commission) shall consist of five (5)
members who are residents of the City of Anna, each to be appointed by the City
Council for a term of two (2) years and removable for cause by the City Council, on a
written charge after a public hearing. Vacancies shall be filled for the unexpired term of
any member whose place becomes vacant for any cause in the same manner as the
original appointment was made.
The terms of members filling places 1, 3, 5 shall expire on June 30 of each odd -
numbered year and the terms of members filling places 2 and 4 shall expire on June 30
of each even -numbered year. Commission members may be appointed to succeed
themselves. Newly -appointed members shall be installed at the first commission
meeting after their appointment.
B. Organization
The Commission shall hold an organizational meeting in July of each year. The
Commission shall adopt its own rules of procedure and keep a record of its proceedings
consistent with the provisions of this ordinance and the requirements of law. The
Commission shall elect a chairman from its own membership at its annual organizational
meeting. Meetings of the Board may be held at the call of the chair, or in his/her
absence, the vice -chair.
The Board shall keep minutes of its proceedings, showing the vote of each member
upon each question or, if absent or failing to vote, indicating such fact, and shall keep a

record of its examination and other official actions, all of which shall be immediately filed
in the office of the city secretary and shall be a public record.
A quorum for the conduct of business shall consist of three members of the Commission.
C. Compensation
Members shall serve without compensation, except for reimbursement of authorized
expenses attendant to the performance of their duties.
Section 3 Duties and Responsibilities
The Commission is hereby charged with the duties and responsibilities to:
a. Recommend to the City staff a plan for the development of a website for the City.
b. Make technical recommendations to the City staff regarding development,
administration, and maintenance of a server for the City.
C. Perform other duties and responsibilities related to technology issues as specifically
directed by the City Council.
Section 4. Repeal Clause
All parts of any ordinance in conflict with the provisions of this ordinance are to the extent of
such conflict hereby repealed.
Section 5. Savinas Clause
If any provision of this ordinance shall be held to be invalid or unconstitutional, the remainder
of such ordinance shall continue in full force and effect the same as if such invalid or
unconstitutional provision had never been a part hereof.
Section 6. Effective Date
This ordinance shall be effective as of the date of passage by the City Council
PASSED by the City Council of the City of Anna, Texas, this 12th day of July, 2005.
