HomeMy WebLinkAbout2002-12-30 Special Meeting MinutesCITY OF ANNA MINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 30, 2002, CITY HALL The City Council of the City of Anna met in Special Session at 7:00 p.m., Monday, December 30, 2002, at the Anna City Hall, '101 N. Powell Parkway, Anna, TX. Mr. Mark Montgomery called the meeting to order at 7:25 p.m. 2. Roll Call: The following members were present and participating: Mr. Lynn Dhane, Mr. Joe Finley, Jr., Mr. John Geren, and Mr. Mark Montgomery. Also present was as staff support was Mr. Lee Lawrence, City Administrator and Wayne Cummings, Asst. Administrator/City Secretary. 3. Public Hearing regarding annexation of a 57.23 acre tract in the J. C. Farris Survey, Abstract No. 331, Collin County Texas, owner represented by Tommy Tompkins, located on the north side of W. White Street on the west side of Slater Creek.. The public hearing was opened at 7:28 p.m. Mr. Kenneth Pelham was recognized to ask about the recent action of the council that authorized facilities agreement for the Tompkins tract without inclusion of a thoroughfare assessment. He strongly encouraged the council to reconsider this action since it created a vacuum regarding how to pay for future major roadway improvements. A lengthy discussion ensued during which it was noted that there may have been some information that was not available to the council at the December 17 meeting and that there might have been some misunderstanding regarding the effect of the council action regarding the thoroughfare assessments. Council members asked if it would be possible for the Impact Fee Advisory Committee to meet prior to the next regular council meeting and give some direction to the council regarding the thoroughfare assessment. The public hearing was closed at 8:15 p.m. 4. Public Hearing regarding annexation of a 344.33 acre tract in the J. M. Kinkaid Survey, Abstract No. 509, Joseph 'Boyle Survey, Abstract 105 and the John Coffman Survey, Abstract 197, owner being Dr. William Weaver, located on the north and south sides of W. White Street between S. Central Expressway and Hurricane Creels. The public hearing was opened at 8:15 p.m. Mr. Kenneth Pelham expressed his concern about the absence of thoroughfare assessments in the developer's agreement and asked that the council reconsider the decision to exclude the assessment in future agreements. The public hearing was closed at 8:20 p.m. Public Hearing regarding annexation of a 96.085 acre tract in the Thomas Rattan Survey, Abstract No. 782, and the Henry Smith Survey, Abstract No. 823, owner being 12-30-02 Council Minutes-5pecial.doc Page i of 2 12/30/02 101 7 0 Soon Chee, located on the north side of CR 367 west of S. Central Expressway on the east side of Throckmorton Creek. The public hearing was opened at 8:20 p.m. Mr. Kenneth Pelham expressed his concern about the absence of thoroughfare assessments in the developer's agreement and asked that the council reconsider the decision to exclude the assessment in future agreements. The public hearing was closed at 8:22 p.m. Resolution setting date, time, and place for public hearings on annexation of 24.69 acre tract in the J. C. Farris Survey, Abstract No. 331, owner(s) represented by Mr. Tommy Tompkins. Mr. Finley moved that the resolution setting public hearings on this tract be adopted_ Mr by a vote of 5-0, Staff reports.
