MINUTES SPECIAL CITY COUNCIL MEETING JANUARY 2, 2.003, CITY HALL The City Council of the City of Anna will meet in Special Session at 7:04 p.m., Thursday, January 2, 2003, at the Anna City Hall, 101 N. Powell Parkway, to consider the following items: Call to Order. Meeting was called to order at 7:43 p.m. 2. Roll Call and Establishment of Quorum. The following members were present and participating: Councilman J. W. Finley, Jr., Councilman Lynn Dhane, Councilman Lynn Mosler, Councilman John Geren, and Mayor Pro -Tem Mark Montgomery -(arrived at meeting at 7:10 p.m.). Councilman Finley was elected as chairman until Mayor Pro -Tem arrived. 3. Public Hearing The City Council of Anna held a public hearing regarding annexation of a 57.23 acre tract in the J. C. Farris Survey, Abstract No. 331, Collin County Texas, owner represented by Tommy Tompkins, located on the north side of W. White Street on the west side of Slater Creels.. Mr. Kenneth Pelham expressed concern that the City Council was not assessing street thoroughfare fees on the developers for future streets and thoroughfares. The public hearing was closed at 7:17 p.m. 4. Public Hearing The City Council of Anna held a public hearing regarding annexation of a 344.33 acre tract in the J. M. Kinkaid Survey, Abstract No. 509, Joseph Boyle Survey, Abstract 145 and the John Coffman Survey, Abstract 197, owner being Dr. William Weaver, located on the north and south sides of W. White Street between S. Central Expressway and Hurricane Creek. Mr. Kenneth Pelham expressed concern that the City Council was not assessing street thoroughfare fees on the developers for future streets and thoroughfares. The public hearing was closed at 7:19 p.m. 5. Public Hearing The City Council of Anna held a public hearing regarding annexation of a 96.085 acre tract in the Thomas Rattan Survey, Abstract No. 782, and the Henry Smith Survey, Abstract No. 823,. owner being Soon Chee, located on the north side of CR 367 west of S. The public hearing was closed at 7:20 p.m. 6. Consider action on resolution setting date, time, and place for public hearings on annexation of 31.9944 acre tract in the Grandison Stark Survey, Abstract No. 798, owner(s) being Clyde R. Askey and Dorothy Askew. Councilman Mosier moved to adopt the resolution and Councilman Finley seconded the motion. 5 Aye 0 Nay 0 Abstain Unanimous Motion passed. 7. Staff reports.
