HomeMy WebLinkAboutOrd 279-2006 Establishing Traffic Control Regulstions Central Anna ISD Campus.pdfCITY OF ANNA, TEXAS ORDINANCE NO. 279-2006 AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ESTABLISHING TRAFFIC CONTROL REGULATIONS FOR THE STREETS AND PARKING AREAS NEAR AND ADJACENT TO THE CENTRAL CAMPUS OF THE ANNA INDEPENDENT SCHOOL DISTRICT, LOCATED AT 501 SOUTH SHERLEY AVENUE; REPEALING CONFLICTING ORDINANCES; PROVIDIN13 FOR SEVERABILITY; ESTABLISHING AN EFFECTIVE DATE; AND PROVIDING FOR PUBLICATION AND PENALTIES. WHEREAS, the City Council has determined that traffic congestion near the Central Campus of the Anna Independent School District, located at 501 South Sherley Avenue, during the morning and afternoon periods at the start and and of the school day constitutes a danger to the health, safety, and welfare of citizens of the City; and WHEREAS, the City Council believes that it is in the best interest of the community to change existing traffic and parking regulations in the area near and adjacent to the Central Campus area; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF ANNA, TEXAS, THAT: Section 1. One -Way Traffic on Certain Streets a. South Sherley Avenue shall be a one-way street southbound from the south side of Sixth Street to West White Street (FM 455) on school days between the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. b. East Seventh Street shah be a one-way street eastbound from South Sherley Avenue to Easton Street between the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. Section 2. Access by Permit Only on East Sairenth Street Vehicular traffic is prohibited on East Seventh Street between South Sherley Avenue and Easton Street except by permit issued by the Superintendent of the Anna ISD or his/her representative between the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. Public school buses, emergency vehicles, and vehicles operated by local, county, and state law enforcement officers are exempted from the provisions of this section. When "in progress" inclement weather is present, the permit requirement may be waived by the Superintendent of the Anna ISD or his/her representative to allow middle school student drop-off on 71° Street in front of the Middle School. Section S. Parkins Reaulations a. Parking of vehicles is prohibited an the east side of South Sherley Avenue between Sixth Street and Fast White Street (FM 455) between the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m., except for handicapped eligible motorists displaying license plates and/or placards properly identifying the motorist. Head -in parking of vehicles is permitted on the west side of South Sherley Avenue between Sixth Street and East White Street (FM 455). Section 4. Conflicting Ordinances Repealed All existing ordinances or parts thereof confiding or inconsistent with the provisions of this ordinance are hereby repealed. Section 5. Severabiliri Should any section, paragraph, sentence, or word of this ordinance be declared invalid for any reason, it Is the intent of the City Council that it would have passed all of the portions of this ordinance Independent of any such portion as may be declared invalid. Section 6. Effective Date This ordinance shall be effective upon passage by a majority vote of the City Council and publication of the caption as provided by law. Section 7. Publication of caption. The City Secretary is hereby directed to publish the caption of this ordinance as required by law in the official paper of the City of Anna. Section 8. Penalty Any person who violates any provision of this ordinance shall be guilty of a misdemeanor and upon conviction shall be fined an amount not to exceed $500 and each violation shall be a separate offense.
