HomeMy WebLinkAboutOrd 309-2007 Establishing a Street Numbering System.pdfCITY OF ANNA, TEXAS ORDINANCE NO. 309-2007 AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ESTABLISHING A STREET NUMBERING SYSTEM; PRESCRIBING THE PLACEMENT OF STREET ADDRESS NUMBERS ON PRIMARY STRUCTURES WITHIN THE CITY; PROHIBITING THE DESTRUCTION OR DEFACEMENT OF STREET NUMBER SIGNS; REPEALING PROVISIONS OF ORDINANCE 95-09; PROVIDING A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the effective and efficient provision of law enforcement and other emergency services to residents and property owners of the City of Anna requires orderly, consistent, explicit and clearly identifiable address locations; and WHEREAS, many structures and locations within the City are not currently identifiable with orderly, consistent, clearly marked address indicators; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT Section 1. Building Number System (a) All building numbers on the right side of a street shall be even and those on the left side shall be odd, from Fourth Street northward and southward. (b) All building numbers on the right side of a street shall be even and those on the left side shall be odd, from Riggin Street eastward and westward. (c) All north -south streets shall be numbered from Fourth Street; all east -west streets shall be numbered from Riggins Street. The first block will be the `100° block and all subsequent blocks shall be increased by increments of one hundred (100). (d) The City Secretary will assign building numbers. All numbering will be under his/her supervision and will be recognized as the official number of the building. Section 2. Address Numbering Required The owner of a lot or tract on which one or more buildings 9F stsistiaes are located shall place the appropriate street address number in a clearly identifiable location on the front (that portion facing the street) of the primary building on the lot or tract. If more than one primary building is located on the lot or tract, each primary building shall be separately identified with an appropriate address number. Said numbers shall be in masonry unless the front portion of the primary building is a non -masonry material, in whim case the numbers shall be of metal material. Numbers shall be of contrasting color with the exterior material on which the number is attached or affixed. Said numbers shall be a minimum of 3 inches and a maximum of 5 inches in height, unless granted a waiver by the City Manager or histher designee due to unusual conditions (for example, distance from adjacent public roadway). Primary buildings having a front wall more than fifty (50) feet from the front lot line may be required to have larger numbers, at the discretion of the City Manager or hislher designee. Buildings backing to an alley shall have numbers on a back wall of the building. Address numbers shall be a minimum of 5 feet and a maximum of 6 feet height of grade and shall be located so that emergency service personnel can easily read and identify the address enumeration. The City Manager or Ord No. 309-2007 Establishing Street Numbmng.doc 1 01-23-07 his/her designee shall make the final decision regarding location, size and/or material of the address number basing said decision on the necessity that emergency service personnel can easily read and identify the address enumeration from a position on the street. A property owner may appeal the decision of the City Manager to the City Council. Section 3. Destroying or Defacing It shall be unlawful for any person to willfully destroy or deface any building number. Section 5. Penalty Provision A person commits an offense it the person violates any part of this Ordinance. An offense of this Ordinance is Class C misdemeanor. Any person convicted of violating this Ordinance shall be fined in an amount not to exceed $2,000.00 for each incident of violation. Each day of the continuance of such violation shall be considered a separate offense and shall be punished separately. Section 6. Severance If any part of this Ordinance is for any reason found by a court of competent jurisdiction to be invalid, illegal, or unenforceable, all other parts never the less shall remain valid, legal and enforceable. Section 7. Effective Date This Ordinance shall be effective upon the posting and/or publication of its caption as required by law and the City Secretary is hereby directed to implement such posting and/or publication.
