HomeMy WebLinkAbout2003-06-17 Special Meeting MinutesMINUTES CITY OF ANNA SPECIAL CITY COUNCIL MEETING June 17, 2003 7:00 PM, CITY HALL The City Council of the City of Anna met in Special Session at 7:00 p.m., Tuesday, June 17, 2003, at the Anna City Hall, 101 N. Powell Parkway, and considered the following items: 1. Call to Order. The Mayor Pro -Tem called the meeting to order at 7:13 p.m. 2. Roll Call and Establishment of Quorum. The following members were present and participating: Mayor Pro -Tem Mark Montgomery, Councilman J. W. Finley, Jr., Councilman John Geren, and Councilman Chris Caldwell. The following members were absent: Mayor Kenneth L. Pelham, and Councilman Lynn Mosier 3. Public Hearing: To consider comments on Land Use Assumptions and Capital Improvements Plan associated with possible adoption of impact fees. This public hearing is an opportunity for citizens of Anna and residents/property owners in the affected areas to comment on the proposed Land Use Assumptions and Capital Improvements Plan. Mayor Pro Tem Montgomery opened the public hearing at 7:15 p.m. Administrator Lawrence explained in detail the Land Use Assumptions and the Capital Improvements Plan to the citizens and City Council. The hearing was closed at 8:18 p.m. without comment from the public. 4. Consider action on resolution adopting Land Use Assumptions associated with possible adoption of impact fee program. Councilman Finley moved to adopt the land use assumptions. Councilman Caldwell seconded the motion. 4 Aye 0 Nay 0 Abstain Unanimous Motion Carried 5. Consider action on resolution adopting Capital Improvements Plan associated with possible adoption of impact fee program. Councilman Finley moved to table the resolution adopting Capital Improvements Plan. Public Hearing: A public hearing regarding annexation of a 344.33 acre tract in the J. M. Kinkaid Survey, Abstract No. 509, Joseph Boyle Survey, Abstract 105 and the John Coffman Survey, Abstract 197, owner being Dr. William Weaver, located on the north and south sides of West White Street between South Central Expressway and Hurricane Creek. Mayor Pro -Tem opened the second public hearing at 8:25 p.m. There were no comments from the public and the hearing was closed at 8: 27 p.m. 7. Adjourn. Councilman Caldwell moved to adjourn the meeting. Councilman Geren seconded the motion. 4 Aye 0 Nay 0 Abstain Unanimous Motion Carried at 8:30 p.m. ,--Mnnneth L.
