CITY OF ANNA
REGULAR CITY COUNCIL MEETING
October 28, 2003 7:30 PM, CITY HALL
The City Council of the City of Anna will met in Regular Session at 7:30 p.m., Tuesday, October
28, 2003, at the Anna City Hall, 101 N. Powell Parkway, and consider the following items:
Call to Order.
Mayor Kenneth L. Pelham called the meeting to order at 7:30 p.m.
2. Roll Call and Establishment of Quorum.
The following members were present and participating: Mayor Kenneth Pelham, Mayor
Pro Tem Mark Montgomery, Councilman J. W. Finley Jr., Councilman Lynn Mosier and
Councilman John Geren. The following members were absent: Councilman
Chris Caldwell
3. Consider citizen comments and presentations.
There was no public comment or presentations at this time.
4. Consider action on recommendation of Planning and Zoning Commission regarding
preliminary plat for Wolnofer Addition.
Mr. Melvin January was present to answer any question the councilman may have.
Councilman Mosier made a motion to approve the preliminary plat for Wolnofer Addition,
Councilman Finley seconded the motion.

5. Discuss Robert Taylor/Matt Walls development plans for 54 acre tract in northeast Anna
(Kerry Burleson tract east of Anna High School).
City Administrator Lee Lawrence spoke briefly on the 54 acre tract and let the Council
know what he had found out about the Railroad Crossing in this addition and what DART
had to say.
6. Consider action relating to submission of a Housing Infrastructure Fund application for
No action was taken
7. Consider action on adoption of annexation service plan.
City Administrator spoke briefly on the annexation service plan.
Mayor Pro Tem Montgomery made a motion to adopt the Resolution on Annexation
Service Plan.
Councilman Mosier seconded the motion.

8. Consider action on Interlocal Agreement between City of Anna and Collin County
relating to ambulance services.
John Hoges with AMR was present to answer any questions the council may have on
ambulance service.
Councilman Finley made a motion to authorize the Mayor to sign Interlocal Agreement
between City and Collin County.
Councilman Geren seconded the motion.

9. Consider action to adopt ordinances setting rules, regulations, procedures, and fees for
utility services provided by the City of Anna.
City Administrator Lee Lawrence explained the ordinance and would like the Council to
look at it carefully and it would be put on the next Agenda.
Councilman Mosier made a motion to table this item.
Councilman Finley seconded the motion.

10. Consider ordinance relating to permitted types of fire hydrants.
City Secretary, Wayne Cummings explained that this is an amendment to the
Original Ordinance.
Councilman Mosier made a motion to table this item.
Mayor Pro Tem Montgomery seconded the motion.

11. Consider action to fill vacancy on Economic Development Corporation.
Councilman Finley made a motion to appoint Trey Hughes for EDC Board.
Councilman Mosier seconded the motion.

12. Consider action on resolution establishing depository/authorized signatories for the Anna
2004 Texas Community Development Program.
Councilman Finley made a motion to approve the Resolutation
Councilman Mosier seconded the motion.

13. Consider resolution casting one vote for Board of Directors positions for the Central
Appraisal District of Collin County.
Mayor Pro Tem Montgomery made a motion to approve the resolutation for George
Crump to cast vote for Central Appraisal District of Collin County.
Councilman Geren seconded the motion.

14. EXECUTIVE SESSION: Under terms of Chapter 551 of Texas Government Code the
City Council may enter into CLOSED SESSION or Executive Session to discuss the
following:
A. Personnel:
To deliberate the compensation of a public officer or employee.
City Administrator (Government Code, Section 551.074)
B. To consult with legal counsel on matters in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rules of Professional Conduct
of the State Bar of Texas clearly conflicts with Chapter 551 of the Government
Code. (Government Code, Chapter 551.071)
Councilman Mosier made a motion to go into Executive Session
Mayor Pro Tem seconded the motion.

Return to open session.
Mayor Kenneth Pelham called the meeting back to open session at 9:01 p.m.
15. Consider and act upon items listed under Item 14 Executive Session, as necessary.
Mayor Pro Tem Montgomery made a motion to enter into a contract for City
Administrator Lee Lawrence.
Councilman Mosier seconded the motion.

16. Staff reports and items for discussion.
City Administrator Lee Lawrence reminded the Councilman about the meeting on
Thursday Oct. 30th at 6:00 p.m. at the Texas Star Bank.
Council asked for the City to send Councilman Caldwell's daughter a get well soon gift.
17. Payment of bills.
Councilman Finley made a motion to approve the bills.
Councilman Mosier seconded the motion.

18. Consider action to approve Minutes of meetings of June 10, June 17, and June 24
Councilman Mosier made a motion to approve the Minutes of June 10th, June 17th and
June 24tH
Councilman Finley seconded the motion.

Mayor Pro Tem Montgomery Abstained
19. Adjourn.
Councilman Mosier made a motion to adjourn the meeting.
