SPECIAL CITY COUNCIL MEETING
December 16, 2003 7:30 PM
Community Room, Texas Star Bank
The City Council of the City of Anna will met in Special Session at 7:30 p.m., Tuesday,
December 16, 2003, at the Community Room, Texas Star Bank, located at 402 W. White Street
(FM 455), and considered the following items:
1. Call to Order.
Mayor Kenneth Pelham called the meeting to order at 7:38 p.m.
2. Roll Call and Establishment of Quorum.
Members present and participating: Mayor Mr. Kenneth Pelham, Councilman Mr. Chris
Caldwell, Councilman Mr. John Geren, Councilman Mr. Lynn Mosier, and Councilman
J. W. Finley Jr.
Members Absent: Mayor Pro tem Mr. Mark Montgomery
City staff present: City Administrator Lee Lawrence, Assistant City Administrator/City
Secretary Mr. Wayne Cummings.
3. Consider citizen comments and presentations.
There were no citizen comments at this time.
Public Hearing opened at 7:39 p.m.
4. Public Hearing
Consider public comment on request for annexation by Kerry Burleson for a 52.71 acre
tract in the J. C. Brantley Survey, Abstract No. 114, located at 12300 CR 425.
No Comments from the Public.
Public Hearing closed at 7:40 p.m.
Mayor Pro Tem Mark Montgomery arrived
5. Consider action awarding contract to JRJ Paving, Inc., in amount of $10,036.30 to
complete street work on N. Riggins Street (from Hackberry Street north to connect with
terminus of existing JRJ Paving project) and authorizing Mayor to sign documents
necessary to implement said contract.

Mr. Mosier made a motion to award the contract to JRJ Paving.
Mr. Finley seconded the motion.
5 -Aye ONay Unanimous Motion Carried
6. Consider action to extend professional services agreement between City of Anna and Don
Paschal.
Mr. Montgomery made a motion to approve service agreement with Don Paschal
Mr. Mosier seconded the motion
5 -Aye ONay Unanimous Motion Carried
Adjourn.
Mr. Mosier made a motion to adjourn
Mr. Caldwell seconded the motion
5 -Aye ONay Unanimous Motion Carried at 7:57 p.m.
