HomeMy WebLinkAbout2004-01-05 Special Meeting MinutesMINUTES CITY OF ANNA SPECIAL CITY COUNCIL MEETING January 5, 2004 7:00 PM Community Room, Texas Star Bank The City Council of the City of Aima met in Special Session at 7:00 p.m., Monday, January 5, 2004, at the Community Room, Texas Star Bank, located at 402 W. White Street (FM 455), and considered the following items: 1. Call to Order. The meeting was called to order at 7:14 p.m. 2. Roll Call and Establishment of Quorum. All members were present. 3. Consider citizen comments and presentations. No citizen comments or presentation were received/made. 4. Public Hearing: Consider public comment on application by City of Anna for assistance through the Housing Infrastructure Fund of the Texas Community Development Program. The public hearing was opened at 7:25 p.m. Ms. Jessica Kaltenbach of Lawrence & Associates, Ms. Contessa Mendoza, and Mr. Bob Roberts of Thompson -Roberts were present to discuss the application. They briefly reviewed the proposed application, which consists of a request for up to $400,000 in grant funds from the Texas Office of Rural Community Affairs to support infrastructure improvements for a 25 acre tract in east Anna. The developer/builder would be required to sell 51% of the homes in the project to persons of low and moderate income status. The homes to be built in the project would be 100% brick and would be a minimum of 1,300 square feet of living space. Mr. Dooley Wortham spoke in opposition to the proposed application on the grounds that allowing low income residents to move into the area would cause increased crime, trash, and traffic. He stated that the housing units would become rundown within a few years and the property values in the area would be adversely affected.
