HomeMy WebLinkAbout2004-06-29 Special Meeting MinutesMINUTES CITY OF ANNA SPECIAL CITY COUNCIL MEETING June 29, 2004 7:00 PM Community Room, Texas Star Bank The City Council of the City of Anna met in Special Session at 7:00 p.m., Tuesday, June 29, 2004, at the Community Room, Texas Star Bank, located at 402 W. White Street (FM 455), to consider the following items: Cali to Order. The meeting was called to order by Mayor Kenneth Pelham at 7:10 p.m. 2. Roll Call and Establishment of Quorum. Mayor Kenneth Pelham and council members J. W. Finley, John Goren, Mark Montgomery, and Lynn Mosier were present; council member Chris Caldwell was absent. Public Hearing: A public hearing will be held to consider a request by Ms. Ann Warren Hayslett for annexation of a 55.574 acre tract in the G. Stark Survey, A-798; owner being Ann Warren Hayslett, located on the south side of E. White Street (FM 455), south of Wildwood Estates subdivision, north of La Paloma subdivision, and east of Town Center area. Speakers at the hearing will be heard according to their order on a listing available at the council meeting. Mayor Pelham opened the public hearing at 7:12 p.m. There were no public comments. Mayor Pelham closed the public hearing at 7:15 p.m. 4. Consider action on an ordinance annexing a 55.574 -acre tract in the G. Stark Survey, A- 798; owner being Ann Warren Hayslett, located on the south side of E. White Street (FM 455), south of Wildwood Estates subdivision, north of La Paioma subdivision, and east of Town Center area. Council member J. W. Finley moved that the annexation ordinance annexing a 66.674 acre tract in the G. Stark Survey, A-798; owner being Ann Warren Hayslett, be adopted. Mr. Garen seconded the motion, which passed by a vote of 4-0. 5. Public Hearing: A public hearing will be held to consider a request by Ms. Ann Warren Hayslett for SF - 72 Single Family Residential zoning of a 55.574 acre tract in the G. Stark Survey, A-798; owner being Ann Warren Hayslett, located on the south side of E. White Street (FM 455), south of Wildwood Estates subdivision, north of La Paloma subdivision, and east of Town Center area. Speakers at the hearing will be heard according to their order on a listing available at the council meeting. Mayor Pelham opened the public hearing at 7:21 p.m. Ms. Sally Hall, 4400 CR 424, Anna, Texas, expressed concern about the high growth rate In Anna. Mr. Joe Tatum, Glenwood Lane, Sheffield Farms, Anna, Texas, asked the council to require larger lots and larger minimum house size than required in the SF -72 zoning district Mr. Ryan Betz, 2729 Manana, Dallas, representing the property owner, stated that the average lot size on the Hayslett tract would be significantly larger than 7,200 square feet, largely because of topographical features and the presence of large trees that the property owner regarded as an asset to the property. He also stated that house size was a product of market conditions. He noted that builders would build as large a house as possible because the profit margin goes up significantly for larger and more expensive homes. Mayor Pelham closed the public hearing at 7:55 p.m. 6. Consider action on an ordinance establishing SF -72 Single Family Residential zoning for a 55.574 acre tract in the G. Stark Survey, A-798; owner being Ann Warren Hayslett, located on the south side of E. White Street (FM 455), south of Wikiwood Estates subdivision, north of La Paloma subdivision, and east of Town Center area. Mr. Mosier expressed concern about drainage on the project. He stated that the City had paid enough attention to the additional runoff created by development Mr. Garen moved that the zoning request for SF -72 zoning for the Hayslett tract be granted. Mr. Finley seconded the motion. Motion passed by vote of 3-2 with Mr. Montgomery and Mr. Mosier voting against the motion and the Mayor casting the tle- breaking vote by voting in favor of the motion. 7. Consider award of contract for Water Well No. 5 (Fifth Street at Sherley) in amount of $429,005.00 to Red River Well Services. Mr. Lawrence stated that the bids had been opened for Water Well No. S. The low bidder is Red River Well Services with the driller to be J. J. Biffle. Mr. Biffie is an experienced driller and has drilled a recent well in Anna (Well No. 3). He stated that the City's consulting engineer had recommended approval of the bid award pending receipt of bond documents. Mr. Finley moved that the contract for Water Well No. 5 in amount of $429,005.00 be awarded to Red River Well Services, conditional on receipt of formal recommendation of award from the City's consulting engineer, Mr. Tim Moms. Mr. Montgomery seconded the motion, which passed by a vote of 4-0. 8. Staff report(s) and discussion of other issues, including suggestions for future agenda items, as desired by city council members and staff. Mr. Mosier stated that he wanted to City to look seriously at the option of having a staff engineer. He also said that the mowing work being done by the Public Works Department was not being done well; the tractor driver needed to slow down and lower the mower blade to cut grass properly and at lower level. He also stated that there were two slow leaks that the Public Works Department needed to repair promptly. The leaks are located on the south side of FM 455 near S. Interurban and on N. Riggina near the intersection of N. Riggin and Hackberry. 9. Adjourn. Mr. Finley moved that the meeting be adjourned; Mr. Garen seconded the motion, which passed by a vote of 4-0.
