CITY OF ANNA
SPECIAL CITY COUNCIL MEETING
September 7, 2004 7:00 PM
Anna Fire Hall (305 S. Powell Parkway)
The City Council of the City of Anna met in Special Session at 7:00 p.m., Tuesday,
September 7, 2004, at the Anna Fire Hall, located at 305 S. Powell Parkway (SH 5), to
consider the following items:
Call to Order.
The Special City Council Meeting was called to order at 7:04 pm. by Mayor
Pro -Tem Mark Montgomery.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham was absent due to military duty. Mayor Pro -Tem
Mark Montgomery, Councilman Lynn Mosier, Councilman Buddy Hayes,
Councilman J. W. Finley, Councilman John Garen were in attendance. A
quorum was declared to be present.
3. Consider action to propose tax rate for Fiscal Year 2004-2005 and set public
hearing date for consideration of said proposed tax rate.
Mr. Lee Lawrence noted that the proposed tax rate for Fiscal Year 2004-
2005 is 0.499703. He suggested that a public hearing date on the tax rate
be set for September 16th at 7:00 pm in the Anna High School library.
Motion to set public hearing on proposed tax rate on September 16th by
Councilman Lynn Mosier, seconded by J. W. Finley, Jr.

4. Staff reports) and discussion of other issues, including suggestions for future
agenda items, as desired by city council members and staff.
The Special Council Session set for September 16th at 7:00 pm in the Anna
High School Library will also include the final proposal of the City Wide
Facilities Plan by consultants Melissa Brand-Vokey and Michael Archer.
Council requested that Mr. Lawrence review the last two billing cycles for
water bills. Several complaints have been received by council members
regarding low bills in early summer and very large bills recently.
Code of Ethics needs to be revisited. Councilman John Geren asks for a
status report on the "Child at Play" sign on Riggins Street. Lee Lawrence
advised him that the signs have been placed on the road, per his request.
Council advises that mowing needs to be completed on CR 366 at lift
station. City will also need to purchase another tractor.
Open bids for trash service will be scheduled for the regular council
session on September 21st.
Council requests that the playground equipment at the softball field either
be installed orjunked.
5. Adjourn.
Motion to adjourn at 7:48 pm. by Councilman Lynn Mosier, seconded by
Councilman Buddy Hayes.
