HomeMy WebLinkAbout2004-09-16 Special Meeting MinutesMINUTES SPECIAL CITY COUNCIL MEETING September 16, 2004 7:00 PM Library, Anna High School The City Council of the City of Anna met in Special Session at 7:00 p.m. . Thursday, September 16, 2004, at the Anna High School Library, located at 1201 N. Powell Parkway (SH 5), to consider the following items: 1. Call to Order. The meeting was officially called to order by Mayor Pro -Tem Mark Montgomery at 7:13 pm. 2. Roll Call and Establishment of Quorum. Councilman Lynn Mosier was not in attendance. Mayor Kenneth Pelham was absent due to military duty. Mayor Pro -Tem Mark Montgomery, Councilman Buddy Hayes, Councilman J. W. Finley, Councilman John Geren were in attendance. A quorum was declared to be present. 3. Presentation by representatives of Anna Youth Sports Association (AYSA). This presentation was deferred until next council session on September 21, 2004. 4. Public Hearing: To consider public comment on the City of Anna proposed tax rate for fiscal year 2004- 2005. Public Hearing began at 7:14 pm. Lee Lawrence, City Administrator, stated that there has been a significant increase in taxable value and referred to last year's tax rate of $0.499703. He stated that the FY 2004.2005 tax rate as proposed would remain at $0.499703. No other comments. Public hearing closed at 7:16 pm. 5. Consider presentation of final report on Anna City -Wide Needs Assessment (Facilities Plan). Melissa Brand-Vokey of BN Architects and Michael Archer of Pro Forma Architects gave a summarized final presentation of the proposed City -Wide Needs Assessment or Facilities Plan. Minutes 09-16-04.doC Page 1 of 3 They noted that there was an obvious need for increase in staff due to population growth. The current staff of 17 should become 37 city employees by 2005, to be comparable with other cities of similar size and scope of functions. They aregued that the first priority should be the Police and City Hall building. Additional plans include a Public Works facility, fire station facilities, future separation of Police Station into a separate facility, and a multipurpose Community Center facility, including a library, large meeting hall/reception area, recreation area, and possible pool. Mayor Pro -Tem Mark Montgomery asked whether creating a committee or group responsible for promoting and coordinating the implementation of the consultants' recommendations was a good way of handling and keeping on top of the progress. The consultants agreed that this was a strategy that was widely used by many communities. It was also generally agreed that the project site is the first major decision to be made, so action needs to be taken immediately to obtain the site. No action taken. 6. Consider action to authorize advertising for bids for street improvements on East Sixth, East Eighth, Easton, and Smith streets. Motion to authorize advertising for bids for street improvements on East Sixth, East Eighth, Easton and Smith Streets by Councilman John Garen, seconded by JW Finley. 4 aye 0 nay 0 abstained 0 opposed 7. Consider approval of Minutes of meetings of August 10, 2004, August 24, 2004, August 31, 2004, and September 7, 2004. Motion to table approval of minutes until next council session on September 21, 2004 by Councilman JW Finley, seconded by Councilman John Garen. 4 aye 0 nay 0 abstained 0 opposed 8. Staff report(s) and discussion of other issues, including suggestions for future agenda items, as desired by city council members and staff. Councilman John Garen requested consideration for School Zone signs needed on additional streets surrounding the school. There was discussion of use of "DO NOT ENTER" signs on certain roads and amendment of city ordinance pertaining to these roads. Reminder of next Council Session will be Tuesday, September 21, 2004, not the normal date of September 28'h. Mr. Lawrence was asked to check into Mr. Bradshaw's complaint about timely receiving his check from last month. Minutes 09-16-04.doc Page 2 of 3 9. Adjourn.
