CITY OF ANNA
SPECIAL CITY COUNCIL MEETING
May 21, 2005 8:00 A.M.
Hurricane Creek Country Club
The City Council of the City of Anna met in Special Session at 8:00 a.m.,
21, 2005, at the Dining Room, Hurricane Creek Country Club, located at
Lane, Anna, TX 75409, to consider the following items.
Call to Order.
Saturday, May

The session officially called to order by Mayor Kenneth Pelham at 8:20 a.m.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham, Mark Montgomery, John Geren, JW Finley, Jr. and Bobby
Shiner were in attendance. Councilman Lynn Mosier was absent.
Anna ISD quorum was not present.
3. Workshop: The following items/issues will be discussed. No action will be taken
on any item. The Anna Independent School District Board of Trustees and staff
have been invited to attend this meeting. Discussion at the meeting may be
restricted to City Council members and City staff and Anna ISD Board members
and Anna ISD staff.

City Administrator, Lee Lawrence reviewed the current and future demographics of the
city, including projections and population trends.
Anna ISD Superintendent Joe Wardell discussed the Facility Plan Revision, future build
out and estimated school needs. Future development included four (4) elementary
schools, two (2) middle schools and one (1) high school accommodating approximately
1800 students.

Council member, Bobby Shiner, presented data regarding cost estimate and significant
need for a city website. No action taken.
J. Meeting procedures
City Secretary, Barbara Hobden reviewed the previous adoption of "Roberts Rules of
Order" and parliamentary procedure, the recent change in our current government and
the need to have such order and protocol in place. An outline of meeting procedure,
audience participation and proper presentation was discussed. No action taken.
Afternoon Session
Overview of City Charter
City Attorney, Clark McCoy reviewed the newly adopted Home Rule Charter with emphasis
on the most critical changes. No action taken.
