PLANNING AND ZONING COMMISSION
SPECIAL MEETING
JANUARY 18, 2005
The Planning and Zoning Commission of the City of Anna met in a special meeting on
Tuesday, January 18, 2005, at 7:00 p.m., at the Community Room of the Texas Star Bank,
located at 402 W. White Street (FM 455), Anna, Texas, to consider the following items.
Call to order.
Chairman John Rattan called the meeting to order at 7:00 p.m.
2. Roll Call and Establishment of Quorum.
All members (David Crim, John Curiel, Duane Hayes, Jon Hendricks, and John Rattan)
were present.
3. Public Hearing:
To consider public comment on request by Centurion American Development
Group/Lennar Homes, represented by Jim McManus, to revise the Planned
Development zoning for a 184 acre tract known as Northpointe Crossing, located
at the northeast corner of N. Powell Parkway and CR 376. Petitioner requests a
change in zoning to allow approximately 30 lots in project to have less than 120
feet depth.
Public Hearing opened at 7:03 p.m
Eric Davis, Davis Engineers, representing Centurion American Development Group,
gave a brief overview of the development plan and the need for the variance. He
explained that the lots on eyebrows and cul-de-sacs were usually wider and larger than
other lots in the subdivision but were also usually not as deep as other lots. The zoning
ordinance governing the Northpointe Subdivision does not provide for these anomalies.
There were no public comments on the zoning change request. Commission members
asked that the trail through the subdivision not run along the back of lots along the rail
line and expressed concern about lot sizes.
Public Hearing closed at 7:11 p.m
4. Consider action on recommendation regarding request by Centurion American
Development Group/Lennar Homes, represented by Jim McManus, to revise the
Planned Development zoning for a 184 acre tract known as Northpointe Crossing,
located at the northeast corner of N. Powell Parkway and CR 376. Petitioner
requests a change in zoning to allow approximately 30 lots in project to have less
than 120 feet depth.

City Administrator Lee Lawrence recommended acceptance of the revision to the zoning
for lots on cul-de-sacs and elbows to allow less than 120 foot depth and that the
minimum size of the affected lots be 6,500 square feet.
Motion was made by Mr. Curiel and seconded by Mr. Hayes to recommend acceptance
of the petitioner's request to revise the Planned Development zoning for a 184 acre tract
known as Northpointe Crossing and to add the provision that the affected lots have a
minimum size of 6,500 square feet.

5. Consider action on recommendation regarding preliminary plat of Northpointe
Crossing.
Commission members expressed concern regarding:
• 2 stub outs on west side (Milton Lentz tract) and provision for 10 feet walkway
easement adjacent to DART railway.
• Road names should be reviewed and some changed because of changes in
direction.
• Landscaping.
Motion by Mr. Curiel, seconded by Mr. Hendricks, to recommend approval of preliminary
plat as presented with two revisions as follows:
• Two stub -outs on west side adjacent to Lentz tract
• Removal of walkway easement along east side of DART rail line.

The Commission took a brief recess at 7:50 p.m. and returned to open session at 8:00 p.m.
6. Discuss and take action as desired regarding tree preservation ordinance.
Commission members expressed concern with the destruction of trees and future
landscaping. Molly Young, resident of Anna, recommended the Planning and Zoning
Commission review the video "Community of Choices", so that they are fully aware of
the impact of landscaping and sign ordinances.
The consensus of the Commission was to streamline the tree preservation ordinance
before considering any further action.
Mr. Hayes stated his opposition to adoption of a tree preservation ordinance on the basis
of cost of administration of the ordinance and the interference with property rights.
Motion to table item and revisit the City's current landscaping ordinance by David Crim,
seconded by John Curiel.

7. Discuss and take action as desired regarding amendments/revisions to Anna Sign
Ordinance.
Motion to table revisions to Anna Sign Ordinance by David Crim, seconded by John
Curiel.

8. Discuss and take action as desired regarding recommendation to fill vacancy on
PZC for position of alternate member.
Commission asked staff to contact interested persons and ask that they attend the next
PZC meeting and prepare a brief statement regarding their qualifications and desire to
be an alternate member of Planning and Zoning.
Applicants include Tim McGarity, Billy Deragon, Molly Young and Keith Green.
No action was taken on this item.
9. Citizen comments and other presentations.
No comments were made.
10. Consider action to approve Minutes of meetings of August 3, 2004 and January 4,
2005.
Motion to table minutes until next session by John Curiel, seconded by David Crim.
