PLANNING AND ZONING COMMISSION
REGULAR MEETING
February 7, 2006
The Planning and Zoning Commission of the City of Anna held a meeting on Tuesday, February
7, 2006, at 7:00 p.m., at the Community Room of the Texas Star Bank, located at 402 W. White
Street (FM 455), Anna, Texas, to consider the following items.
Call to order and establishment of quorum.
The meeting was called to order at 7:04 p.m. by Chairman John Rattan.
Members John Rattan, Joseph Boda, Keith Green, William Ballantyne were present.
Commission member Jon Hendricks arrived at 7:15 p.m.
Commission members Molly Young and Nancy Pennington were absent.
2. Discussion: Melissa Henderson, Senior Planner, City of McKinney, to answer
questions and discuss McKinney development experience.
Melissa Henderson, Senior Planner, City of McKinney discussed and answered
questions regarding development procedures and different experiences of City of
McKinney.
3. Discussion — Proposed multifamily project on N. Sherley (FM 2862).
Sandra Bryant from AM Bryant Properties, Anna, Texas was recognized to speak on
behalf of Mr. Dugan Curtis (Builder) regarding a proposal for zoning change on property
located at N. Sherley (FM 2862). Ms. Bryant informed property is 1.33 acres and is
currently zoned residential and the proposal for zoning would be "Mulfrfamily" to build
a 32 unit apartment complex with one and two bedrooms and bath. Ms. Bryant stated
that Anna needs affordable housing for young, elderly and singles.
Ms. Bryant provided hand-outs with the proposed layout.
4. Consider/Discuss/Act on recommendation regarding request by Anna ISD
regarding annexation of the following tract:
A 37.005 acre tract In the G. Stark Survey, located on the south and west sides of
CR 422 approximately 0.25 miles east of the intersection of South Powell Pkwy
(Hwy 5) and CR 422, property being owned by the Anna Independent School
District.

Motion made by Keith Green, seconded by Joseph Boda to recommend to Council
approval of the annexation of the 37.005 acre tract in the G. Stark Survey, located on
the south and west sides of CR 422, owner Anna Independent School.

5a. Public Hearing
To consider public comments on a request by JNC Partners for Planned
Development District zoning including Single Family Residential, Town Homes
and Commercial uses, a 737.3 acre tract in the Granderson Stark Survey and the
D.E.W. Babb Survey.
Public hearing was opened at 7:23 p.m
Jaison Stephens of Carter and Burgess and Steve Topletz (Developer) briefly discussed
the zoning request and answered questions during the open hearing.
Pauline Dunce, 3350 La Paloma, Anna, Texas expressed concerns with screening,
birms, and the planting of trees. Ms. Dunce questioned if the screening could be done
before beginning of construction. Ms. Dunce expressed concerns about the privacy of
neighbors.
Mr. Lee Lawrence, City Manager, noted that property is built out in phases and the
provisions of the screening are constructed at phases of development.
Don Hixon, 8152 CR 365, Melissa, Texas express concerns of the outer loop.
Public hearing closed at 7:46 p.m.
5b. Action
Consider/Discuss/Act on recommendation regarding request by JNC Partners for
Planned Development District zoning Including; Single Family residential, Town
Homes and Commercial uses, a 737.3 acre tract in the Granderson Stark Survey
and the D.E.W. Babb Survey.
Jaison Stephens of Carter and Burgess and Steve Topletz (Developer) gave brief
presentation regarding the project. Mr. Stephens provided copies of a revised proposal
of the planned development zoning request.
Clark McCoy, City Attorney for Anna, addressed on the vested rights statue.
After extended discussion, motion to table item until special called meeting, scheduled
February 21, 2006 made by Jon Hendricks, seconded by William Ballantyne.

6. Consider/Discuss/Act regarding recommendation(s) for revisions of the Land Use
and Thoroughfare Plan.
Motion to table the Land Use and Thoroughfare Plan made by Jon Hendricks, seconded
by William Ballantyne.

7. Consider/Discuss/Act regarding recommendation(s) for revisions of the Anna
Sign Ordinance.
Motion to table recommendation(s) for the Anna Sign Ordinance made by Jon
Hendricks, seconded by William Ballantyne.

8. Taylor Armstrong with Armstrong Associates, Dallas, Texas will give brief
presentation on a Mixed Use Master Plan regarding a 207 acre tract of land in
Anna.
Taylor Armstrong of "The Armstrong Trust' 3801 Centenary Dr., Dallas, Texas, Steve
Goodman, Chairman of Goodman Family of Builders and Ronald Rogers of Dallas,
Texas presented a power point presentation on a "Mixed Use Master Plan", a 207 acre
tract located in Anna, Texas.
9. Citizen comments and other presentations.
There were no citizen comments.
10. Consider action to approve Minutes of the January 3, 2006 meeting.
Motion to approve January 3, 2006 minutes by William Ballantyne, seconded by Jon
Hendricks.
