PLANNING AND ZONING COMMISSION
REGULAR MEETING
September 4, 2007
The Planning and Zoning Commission of the City of Anna held a meeting on Tuesday, September
4, 2007, at 7:00 p.m., at the Community Room of Anna City Hall Administration Building, located at
111 North Powell Parkway (Hwy 5), to consider the following items.
1. Call to order and establishment of quorum.
Chairman Jon Hendricks called the meeting to order at 7:04 p.m. Members present were
Jon Hendricks, Jeff Caponera, J. W. Finley, Mike Green, Nancy Pennington and Keith
Green as the City Council Liaison.
Commission members Darren Driskell and William Ballantyne were absent.
2. Consider/Discuss/Act on recommendation regarding site plan for Tara Farms
Commercial, Tract 2.
Michael Kahlii, owner of property, and Rodrigo Reyes, engineer of site plan, gave brief
presentation and answered questions.
Several questions were raised from the Commission concerning perimeter sidewalks,
sidewalk depth in front of parking space, delivery trucks, screening, access off of N. Powell
Parkway (Hwy5), etc.
After a lengthy discussion, the Commission asked that the following changes be made to
the site plan as follow:
• Parking stalls to be reduced to 18'
• 20' landscape buffer to increase to 22'
• Increase sidewalk in front and back by 2' and remove wheel stops
• 3 ft. boliards in front
• 2' berm to be included as part of the landscaping along Belle Street
• 4' perimeter sidewalks along Rhett Road and Belle Drive
Move dumpster to north side of property and provide cross access to Lot 1
Motion was made by Mr. Finley to recommend approval to Council with the conditions
noted. Mr. Green seconded the motion, which passed by the following vote:
5 aye 0 nay 0 abstained
Mr. Kahlil and Mr. Reyes agreed to the conditions and stated that a revised site plan would
be submitted with changes to present to Council.

3. Presentation: Lieutenant Howard Day, Anna Police Department, regarding Crime
Prevention through Environmental Design (CPTED).
Lieutenant Howard Day of the Anna Police Department gave a presentation on Crime
Prevention through Environmental Design (CPTED). Lieutenant Day provided the
Commission with materials and information about CPTED and noted that the information
was provided for the Commission to review for possible adoption by the City of Anna.
4. Citizen comments and other presentations.
There were no citizen comments or other presentations.
5. Consider action to approve Minutes of the August 7, 2007 meeting.
The action to approve the Minutes of the August 7, 2007 meeting was on this agenda;
however, the minutes were not available and will be included on the October agenda for
approval.
There being no further business, the meeting adjourned at 8:42 p.m.
