HomeMy WebLinkAboutPZmin2004-03-02Minutes 03-02-04.doc Page 1 of 3 MINUTES PLANNING AND ZONING COMMISSION Regular Meeting MARCH 2, 2004 The Planning and Zoning Commission of the City of Anna will held its regular meeting on Tuesday, March 2, 2004, at 7:00 p.m., at the Community Room of the Texas Star Bank, located at 402 W. White Street (FM 455), Anna, Texas, and consider the following items. Please note that the meeting place was at TEXAS STAR BANK. 1. Call to order. Chairman John Rattan called the meeting to order at 7:00 p.m. 2. Roll Call and Establishment of Quorum. Members present and participiating were Mr. John Rattan, Chairman, Mr. Jon Hendricks, Mr. David Crim. Alternates present Ms. Bethany Jablonski and Mr. Anthony Geer. Members absent were Mr. John Curiel. City staff present were Mr. Lee Lawrence and fMs. Mary Jo Babcock and Mr. Ty Chapman. 3. Consider recommendation on final plat of Tara Farms Commercial tract. Mr. Geer made a motion to approve with consideration of connection of the two tracts of land ( drive and fPedistrin). Ms. Jablonski second the motion. Motion carried 5-0 4. Consider recommendation on final plat of Meadow Ridge Estates, Phase 2. Mr. Lawrence fasked the commission to table the final plat of Meadow Ridge Estates Phase 2 at this time. 5. Consider action on replat of Fillebrown Addition. Mr. Lawrence noted to the commission that this tract of land is too small for an offsite sewer system. Mr. Geer made a motion to canceal the dedication and replace it with and easement. Mr. Crim seconded the motion. Motion carried 5-0. 6. Consider recommendation regarding annexation of 2 acre WKG Enterprises tract, located in the David Van Winkle Survey, A-937, on the south side of SH 121, approximately 0.4 miles west of intersection of SH 121 and FM 455. Mr. Hendricks made a motion to recommend annexation of the 2 acre tract. Mr. Crim seconded the motion. Motion carried 5-0. Minutes 03-02-04.doc Page 2 of 3 7a. Public Hearing: Public Hearing Opended at 7:18 p.m. To consider public comment on a zoning request by WBK Partners, Ltd, for Planned Development zoning, including multifamily residential and retail/commercial uses in an approximately 82 acre tract located on both sides of W. White Street (FM 455) located generally between CR 286 and Hurricane Creek. The was no public comments. Public Hearing closed at 7:19 p.m. 7b. Consider recommendation on a zoning request by WBK Partners, Ltd, for Planned Development zoning, including multifamily residential and retail/commercial uses in an approximately 82 acre tract located on both sides of W. White Street (FM 455) located generally between CR 286 and Hurricane Creek. Mr. Geer made a motion to approve zoning request. Mr. Crim seconded the motion. Motion carried 4-1 with Mr. Hendricks opposed. 8. Consider recommendation(s) regarding street names in Anna planning area. There was no action taken. 9. Consider approval of Minutes of meetings of December 2, 2003, January 6, 2004, and February 3, 2004. There was no action taken. 10. Update on current projects. a. Eminent domain action on CR 366. b. Town Center zoning. c. Impact fees. d. Subdivision ordinance revisions. e. Sign ordinance revisions. e. Development status report. Mr. Lawrence spoke to the commission on current projects. The Town Centers zoning was appjroved. Impact fee advisor committee will meet March 16th at 6:00 p.m., Mr. Lawrence will mail out materials for the meeting. D & E not ready. The City of Anna and the City of Melissa have signed an agreement on a sewer line on the east side of hwy 5. City of Anna’s part is 1.1 million dollars. 11. Citizen comments and other presentations. Public Hearing: Public Hearing Opened at 7:41 p.m. To consider public comment on a zoning request by Gordon Davis on behalf of Primrose Partners, for C-2 General Commercial and SF-Z Single Family Zero Lot Line zoning in an approximately 105.5 acre tract located on the south side of E. White Street (FM 455) located adjacent to and west of Wildwood Farms Estates. Mr. Nathan Thompson and Mr. Don Collins gave a brief presentation n the primrose tracts and was able to answer any questions the Commission might have. Public Hearing Closed at 7:51 p.m. 13b. Consider recommendation on a zoning request by Gordon Davis on behalf of Primrose Partners, for C-2 General Commercial and SF-Z Single Family Zero Lot Line zoning in an approximately 105.5 acre tract located on the south side of E. White Street (FM 455) located adjacent to and west of Wildwood Farms Estates. Mr. Crim made a motion to approve the zoning request by Gordon Davis. Mr. Geer seconded the motion. Motion carried 4-1 with Mr. Hendricks opposed. 14. Adjourn. Mr. Crim made a motion to adjourn. Mr. Geer seconded the motion. Motion carried 5-0 Meeting was adourn at 8:35 p.m.
