MINUTES
PLANNING AND ZONING COMMISSION
REGULAR MEETING
December 4, 2007
The Planning and Zoning Commission of the City of Anna held its regular meeting on Tuesday,
December 4, 2007, at 7:00 p.m., at the Community Room of Anna City Hall Administration Building,
located at 111 North Powell Parkway (Hwy 5), to consider the following items.
1. Call to order and establishment of quorum.
Chairman Jon Hendricks called the meeting to order at 7:04 p.m. Members present were
Jon Hendricks, Daren Driskell, William Ballantyne, Jeff Caponera, Mike Green, Nancy
Pennington, J. W. Finley, Jr. and Keith Green as the City Council Liaison.
2. Public Hearing:
To consider public comment on a request by the Anna ISD to change zoning on a
58.34 acre tract known as tract one of the Martin Moore Survey, Abstract 0649,
located west of CR 369 between CR 370 and the future extension of Rosamond
Parkway. The tract is currently zoned as Agriculture (AG) and the Anna ISD is
requesting Single Family Estates (SFE) zoning on the tract.
Public Hearing was opened at 7:05 p.m.
There were no comments made at the public hearing. Public Hearing was closed at 7:06
p.m.
3. Action:
Consider/Discuss/Act on recommendation regarding request by the Anna ISD to
change zoning on a 58.34 acre tract of land in the Martin Moore Survey, Abstract
0649 from Agriculture (AG) to Single Family Estates (SFE).
A motion was made by Mr. Caponera to recommend to Council approval of the zoning
request. Mr. Driskell seconded the motion, which passed by the following vote:
7 aye 0 nay 0 abstained
4. Public Hearing:
To consider public comment on a request by Mrs. Yvonne Ulaj, owner of property, to
change zoning on a 0.86 acre tract known as tract fifty-nine of the Henry Brantley
Survey, Abstract 0071, from Single Family Residential (SF-1) to Restricted
Commercial (C-1) zoning. The property is located at 403 N. Powell Parkway (Hwy 5).

Public Hearing was opened at 7:07 p.m.
Norman Mathnery, who resides at 322 Amoret Circle, Anna, Texas, appeared and wanted
to know what uses were allowed in C -1 zoning
Maurice Schwanke, Planning Consultant, was recognized and gave brief review regarding
zoning classifications. He noted that the C1 (Restricted Commercial) is more of a
neighborhood zoning such as cleaners, video stores, etc. and C-2 (General Commercial) is
more intense highway uses.
Mrs. Yvonne Ulaj, owner of property, and Randy Burgess, gave a brief presentation
regarding the request. Ms. Ulaj informed of the plans to open an Italian restaurant (Joe’s
Italian Bistro) at the location and Mr. Burgess, designer for the site, presented a drawing for
the future restaurant. Ms. Ulaj also noted that they presently have the same type of
establishment in Allen, Texas.
Public Hearing was closed at 7:16 p.m.
5. Action:
Consider/Discuss/Act on recommendation regarding request by Mrs. Yvonne Ulaj, to
change zoning on a 0.86 acre tract of land in the Henry Brantley Survey, Abstract
0071, from Single Family Residential (SF-1) to Restricted Commercial (C-1) located at
403 N. Powell Parkway (Hwy 5).
After a brief discussion, a motion was made by Mr. Driskell to recommend to Council
approval of the zoning request. Mr. Finley seconded the motion, which passed by the
following vote:
7 aye 0 nay 0 abstained
6. Consider/Discuss/Act on scheduling a date for a Workshop regarding revisions to the
City of Anna Zoning Ordinance concerning the fencing requirements.
A motion was made by Mr. Driskell to table agenda item until the next regular meeting in
January. Mr. Ballantyne seconded the motion, which passed by the following vote:
7 aye 0 nay 0 abstained
7. Consider/Discuss/Act on changing the date of the regular P&Z meeting, Tuesday,
January 1, 2008, due to this day being a City recognized holiday.
Following a brief discussion, a motion was made by Mr. Ballantyne, to change the date of
the regular P&Z meeting to Wednesday, January 2, 2008. Mr. Caponera seconded the
motion, which passed by the following vote:
8. Citizen comments and other presentations.
Mr. Alexander Hamilton, who resides at 300 Acklington Drive, Anna, Texas, was recognized
and expressed his desire on wanting a taller than 6’ screening fence erected to hide the
large tower that you see when going through the entrance of West Crossing. He was
informed that the developer could install an 8’ screening wall without any special Action by
the Planning and Zoning Commission or City Council.

There were no other comments or other presentations.
9. Consider action to approve Minutes of the November 7, 2007 meeting.
A motion was made by Mr. Ballantyne, seconded by Mr. Finley, to approve Minutes of the
November 7, 2007 as submitted, which passed by the following vote:
7 aye 0 nay 0 abstained
10. Adjourn
There being no further business, a motion was made by Mr. Driskell, seconded by Mr.
Ballantyne, to adjourn the meeting.
The meeting adjourned at 7:28 p.m.
