PLANNING AND ZONING COMMISSION
Regular MEETING
April S,2010
The Planning and Zoning Commission of the City of Anna held its regular meeting on Monday,
April 5,2010,at 7:00 p.m.,at the Community Room of the Anna City Hall Administration
Building located at 111 North Powell Parkway (Hwy 5),to consider the following items.
1.Call to order and establishment of quorum.
The meeting was called to order at 7:00 p.m.by Chairman Osborn.Members present
were Joe Osborn,Anthony Halsell,Michael Howard,Rhonda Watkins,John Matthews
and Aaron Towner.Staff members present were Maurice Schwanke and Tana Ross.
Darrin Colombo was absent unexcused.
Mayor Driskell and Councilman Green were present for the meeting.
2.Invocation and Pledge of Allegiance
Mayor Driskell gave the invocation and led the Pledge of Allegiance.
3.Citizen comments and/or other presentations.
Mayor Driskell spoke on behalf of the Comprehensive Plan.He stated how important the
document is to the City and that it will help guide Anna into the Future.
4.(a)Public Hearing
To consider public comment regarding the City of Anna Comprehensive Plan 2010-
2030.
The Public Hearing opened at 7 :04 p.m.
Mr.Schwanke,Director of Planning and Development presented the Comprehensive Plan
to Commissioner Members and answered questions regarding the plan.He noted that the
Citizen Master Plan Update Advisory Committee has been working on the
Comprehensive Plan (Plan)for the last 18 months.The montWy meetings were open to
the public with all discussions held publically.The draft Plan has been posted on the
City web site for the last 3 weeks and noted that each commissioner member was
provided a digital copy of the Plan document as well as a hard version of Figure 11 which
is the Proposed Future Land Use Plan map.
He also noted that the Plan was introduced to the Planning and Zoning Commission at a
joint City Council,Planning and Zoning Commission,Citizen Master Plan Update
Advisory Committee Workshop held on March 27th•Also present at the meeting were
area resident,severable members of the development community,and staff.He stated
that the Plan will be the guide for the City for the planning period and therefore a very
important document.

The Public Hearing closed at 7:09 p.m.
(b)ConsiderlDiscuss/Act on recommendation regarding the City of Anna
Comprehensive Plan 2010-2030.
A period of questions and answers transpired regarding the Plan.Mr.Schwanke made a
presentation which included the significant changes that were included as part of the Plan
as well as concepts that addressed Anna becoming a sustainable community.He also
pointed out that this was the beginning of the process as new ordinances and policies will
be coming forth from the guiding policies that are found in the Plan.
A recess was called by Chairman Osborn at 7:54 p.m.The meeting resumed at 8:02 p.m.
Following a brief discussion,a motion was made by Mr.Mathews to Council approval of
the "Anna Comprehensive Plan 2010-2030".Mr.Halsell seconded the motion,which
passed by the following vote:5 ayes 0 nays 0 Abstained
5.Consider action to approve Minutes ofthe March 1,2010 meeting.
A motion was made by Mr.Howard to approve Minutes of the April 5,2010 meeting.Ms.
Watkins seconded the motion,which passed by the following vote:
4 ayes 0 nays 1 abstained (Mathews)
6.Adjourn
There being no further business,a motion was made by Mr.Mathews,seconded by Ms.Watkins
to adjourn meeting.The meeting adjourned at 8:26 p.m.
