PLANNING AND ZONING COMMISSION
Regular MEETING
August 2, 2010
The Planning and Zoning Commission of the City of Anna held its regular meeting on Monday, August
25 2010, at 7:00 p.m., at the Community Room of the Anna City Hall Administration Building located at
111 North Powell Parkway (Hwy 5), to consider the following items.
1. Call to order and establishment of quorum.
The meeting was called to order at 7:09 p.m. by Chairman Osborn. Members present were Joe
Osborn, Tony Halsell, Aaron Towner, and Darin Colombo. Michael Watkins, Justin Burr and
John Mathews were absent. Staff members present were Maurice Schwanke and Tana Ross.
Kevin Anderson, City Council Liaison, was absent. Councilman Keith Green was present.
2. Invocation and Pledge of Allegiance
Mr. Schwanke gave the invocation and led the Pledge of Allegiance.
3. Citizen comments and/or other presentations.
Mr. Schwanke reminded the Commission of the 2010 Small Town Planning Workshop to be held
at McKinney City Hall on Saturday, August 14, 2010. There were no other citizen comments
and/or other presentations.
4. Consider/Discuss/Act on recommendation regarding final plat "Lewis Addition" by request
of property owners David and Sue Lewis.
The property owner, David Lewis, was not present at this meeting. Mr. Schwanke gave a brief
presentation and answered questions from the Commission concerning the final plat. The
property is within the City of Anna extraterritorial jurisdiction and is located at 3957 County
Road 424. The tract currently consists of approximately 10.0 acres and is being platted to be
divided into three lots.
A motion was made by Mr. Colombo to recommend approval of "Lewis Addition" final plat. Mr.
Halsell seconded the motion, which passed by the following vote: 4 ayes 0 nays 0 abstained
5. (a) Public Hearing:
To consider public comment regarding an ordinance amending the City's comprehensive
plan, zoning map, and zoning ordinance and changing the zoning of certain property,
providing for savings, repealing and severability clauses; providing for an effective date;
providing for a penalty clause not to exceed $2,000 or the highest penalty amount allowed
by law, whichever is less; and providing for publication and caption hereof. The property is
currently zoned as Single Family Estate (SFE). The owners have requested a Planned
Development (PD) zoning to include Multiple Family Residential (MF -2) and Restricted
Commercial (C-1) District zoning with additional uses. The property is located generally
southwest of CR 370 and east of US Hwy 75, containing approximate 50.5300 acres more or
less, in the F. T. Daffau Survey, Abstract No. A0288. The property is owned by Two -J
Partners LLLP.
The public hearing was opened at 7:14 p.m.

Mr. Schwanke gave a brief presentation and answered questions from the Commission. The tract
is adjacent and north of the property owned by the City of Anna that is within the Creekside
Development. No opposition notices were received from surrounding property owners regarding
the zoning request.
The adjacent owners to the west of the subject property expressed concerns. Two letters of
support were received.
Matt Robinson from Greater Texas Land Resources, representative for the property owners, gave
a brief presentation and answered from the Commission.
The Public Hearing closed at 7:59 p.m.
A recess was called by Chairman Osborn at 7:59 p.m. The meeting resumed at 8:10 p.m.
(b) Consider/Discuss/Act on recommendation regarding an ordinance amending the City's
comprehensive plan, zoning map, and zoning ordinance and changing the zoning of certain
property, providing for savings, repealing and severability clauses; providing for an
effective date; providing for a penalty clause not to exceed $2,000 or the highest penalty
amount allowed by law, whichever is less; and providing for publication and caption hereof.

conditions that the multi family element be restricted to the east of the U.S. 75 backer road. Mr.
Towner seconded the motion, which passed by the following vote: 4 ayes 0 nays 0 abstained
6. (a) Public Hearing:

and Neighborhood Convenience (NC) District zoning. The property is located generally
south of CR 370, west of West Crossing Blvd and adjacent to the city limits, containing
approximate 111.75 acres more or less, in the F. T. Daffau Survey, Abstract No. A0288.
The property is owned by Two -J Partners LLLP.
The Public Hearing opened at 8:32 p.m.
No opposition notices were received from surrounding property owners regarding the zoning
request; however, two letters of support have been received.

request. Mr. Halsell seconded the motion, which passed by the following vote: 4 ayes 0 nays 0
abstained
7. Consider action to approve Minutes of the July 6, 2010 meeting.
A motion was made by Mr. Towner to approve the Minutes of the July 6, 2010 meeting as
submitted. Mr. Halsell seconded the motion, which passed by the following vote: 4 ayes 0 nays
0 abstained
8. Adjourn
There being no further business, a motion was made by Chairman Osborn, seconded by Mr.
Colombo to adjourn meeting. The meeting adjourned at 9:11 p.m.
